Job Description:
Summary: The Personnel Security Specialist will support stakeholders in investigative and administrative actions needed to ensure that all personnel who require access to information or facilities are efficiently and effectively processed for the appropriate security clearance. This is a one (1) year opportunity..
Essential Duties & Responsibilities:
- Administration and maintenance of personnel security systems (DISS, NBIS, eAPP, NP2 Portal, CVS/PIPs, fingerprinting).
- Security clearance process handling, including initiation, submission, and monitoring.
- Compliance reporting and security training for personnel.
- Perform adjudications for Public Trust and National Security cases.
- Demonstrate comprehensive knowledge of and adherence to security requirements established in legislation, regulations, and policy statements, including but not limited to E.O. 10450, E.O. 12968, Adjudicative Guidelines for Determining Eligibility for Access to Classified Information
- Understand and apply security regulations and policies affecting employment within the U.S. Government Publishing Office and Executive Order 12968.
- Remain updated on the results of court cases and other legal determinations impacting the personnel security program
- Analyze and evaluate investigative reports of a complex nature and proficiently prepare oral and written summaries of the contained information.
- Review security forms for completion and accuracy.
- Effectively communicate and collaborate with individuals at various levels within the Department and other Federal agencies
- Demonstrate the ability to draw sound conclusions and make recommendations solely based on factual information, producing logically organized, clear, concise, and unbiased written products
Requirement:
- HS Diploma, Associate’s Degree Preferred
- Five (5) to Seven (7) years of experience handling Tier 1-5 investigations
Security Requirements:
- Secret clearance
Skills:
- Possess a deep understanding of current investigative techniques, practices, and legal limitations
- Be knowledgeable about factors affecting the suitability of applicants for Federal Government employment, as outlined in 5 CFR 731 and 3 FAM 622
- Exhibit familiarity with subversive and foreign intelligence service organizations, operations, and methods of the Department of State, DCSA, and OPM.
- Detailed knowledge of personnel security administration requirements, DCSA clearance procedures eApp and DISS use and management
- Communicates clearly orally and in writing
- Strong customer service and communication skills
- Knowledge of Microsoft Office and associated software
Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.
Communication: Excellent customer service via phone and face to face conversation, excellent written and oral command of English.

- Experience with fingerprinting processes
- Ability to perform adjudications for Public Trust and National Security cases
- Comprehensive knowledge of security legislation, regulations, and adjudicative guidelines (E.O. 10450, E.O. 12968, Adjudicative Guidelines)
- Knowledge of suitability factors and regulations (5 CFR 731, 3 FAM 622)
- Familiarity with DCSA, OPM procedures and foreign intelligence/service threats
- Strong written and oral communication and customer service skills
- Knowledge of Microsoft Office
