Job Description

Reporting directly to the Personnel Coordinator, the Personnel Liaison provides administrative and personnel support for the Staten Island Ferry Division. The incumbent assists with the administration of personnel activities while maintaining the highest level of confidentiality. Responsibilities include coordinating personnel actions; supporting recruitment and hiring efforts; preparing personnel documentation; maintaining personnel records; and serving as a liaison between the Division and the agency's Personnel Office. Assists the Director of Administration with human resource matters. The Personnel Liaison serves as a key resource to management and employees by ensuring the timely, accurate, and confidential administration of personnel transactions; supporting the Division's workforce planning, staffing, and recruitment initiatives; and performing other related duties as assigned.
EXAMPLES OF TYPICAL TASKS:
Assists with the coordination and processing of personnel actions, including new hires, promotions, transfers, separations, and other personnel transactions. Collects, reviews, prepares, and processes personnel documentation through PAIRS and other agency systems while ensuring accuracy and compliance with agency and Civil Service requirements. Tracks vacancies and staffing activity; prepares job postings; researches Civil Service titles, title specifications, and hiring requirements; prepares and maintains division organizational charts; and supports recruitment efforts by screening and qualifying applicants, scheduling interviews, preparing interview materials, participating in interview panels, and reviewing interview documentation for completeness.
Prepares Personnel Request Forms (PRFs) and other personnel action packages. Maintains confidential personnel files, records, and tracking systems, including headcount reports, probationary reports, performance evaluations, and personnel action logs. Coordinates probationary report requests and submissions, monitors reporting deadlines, and maintains the Division's probationary and evaluation tracking systems.
Serves as the Division's liaison for employment verification requests and coordinates participation in DCAS job analysis panels, internship programs, career fairs, and other recruitment initiatives. Responds to employee inquiries regarding personnel policies, procedures, benefits, and employment-related matters, referring issues to the appropriate offices as necessary. Collaborates with the Division's Personnel Coordinator and the Assignment, Licensing, Timekeeping, Budget, Payroll, and agency Personnel Office staff to facilitate personnel transactions and ensure the timely processing of personnel actions.
Assists management with personnel reporting, workforce planning, special projects, and administrative assignments; prepares and maintains workforce data and staffing reports; provides personnel coverage in the absence of the Personnel Coordinator; and performs other related duties as required.

Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
