We are looking for a PeopleSoft Project Manager to lead large-scale PeopleSoft transformation initiatives, manage cross-functional teams, engage with executive stakeholders, and ensure successful delivery of modernization programs involving PeopleSoft applications, databases, middleware, and cloud infrastructure. The Project Manager will be responsible for planning, governance, risk management, resource coordination, vendor management, and end-to-end execution of PeopleSoft upgrade and cloud migration projects while ensuring business continuity and compliance with organizational standards. This position will be contract and hybrid in New York, NY.

What You’ll Do
Lead governance and end-to-end delivery of PeopleSoft PUM upgrade and OCI migration programs, driving execution through Agile or Hybrid methodologies while managing scope, risks, dependencies, issues, and change requests
Establish project governance structures, reporting cadences, decision-making frameworks, and escalation procedures to ensure effective program oversight and stakeholder alignment
Develop and maintain integrated project plans, milestones, budgets, dependency tracking, and risk registers while monitoring project health against scope, schedule, budget, and quality objectives
Coordinate steering committee meetings, executive status reviews, and leadership reporting to ensure timely milestone delivery, informed decision-making, and successful program outcomes
Serve as the primary point of contact for implementation partners while overseeing vendor performance, deliverables, milestones, resource commitments, and contractual obligations
Review and challenge project plans, estimates, technical approaches, and delivery schedules to ensure alignment with project objectives and organizational requirements
Drive vendor accountability for project execution, issue resolution, risk mitigation, and adherence to established quality and delivery standards
Validate vendor deliverables and acceptance criteria while proactively escalating delivery risks, delays, and quality concerns as needed
Oversee PeopleSoft PUM and PeopleTools upgrade initiatives across HCM, FSCM, ELM, Pensions, and other PeopleSoft applications while coordinating fit-gap analyses, impact assessments, and customization retrofit strategies
Partner with business stakeholders to support requirements validation, testing, training, deployment activities, and overall change readiness throughout the upgrade lifecycle
Ensure testing plans, defect management processes, production readiness activities, and quality standards are effectively executed and managed by Oracle and project teams
Track upgrade progress, risks, dependencies, and go-live readiness to support successful deployment and business continuity
Oversee the migration of PeopleSoft environments from on-premises infrastructure to Oracle Cloud Infrastructure (OCI), including migration strategy development, cutover planning, disaster recovery readiness, and infrastructure preparedness
Coordinate internal infrastructure, security, networking, database, and application teams to ensure alignment, execution readiness, and successful delivery of migration objectives
Monitor migration risks and implement mitigation strategies while managing OCI architecture reviews, security compliance requirements, disaster recovery planning, and performance optimization
Ensure successful migration execution, operational readiness, post-production stabilization, and support transition planning through close collaboration with cloud engineering and technical teams
Serve as the primary liaison between business stakeholders, IT leadership, Oracle, system integrators, and third-party vendors, facilitating executive steering committee meetings and project governance reviews
Manage vendor deliverables, contractual obligations, and service-level agreements, as well as communicate project risks, mitigation plans, and strategic recommendations to senior management
Manage project budgets, forecasts, invoices, and vendor expenditures while identifying, assessing, and mitigating project risks and dependencies
Monitor compliance with contractual obligations, service-level agreements, and project governance requirements while ensuring change requests are evaluated and approved through established governance processes
What You'll Need
Required:
Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field
Minimum 15 years of Project Management experience in enterprise ERP environments
Minimum 10 years of PeopleSoft project delivery experience
Proven experience managing multiple PeopleSoft PUM upgrade projects
Proven experience leading PeopleSoft migrations to Oracle Cloud Infrastructure (OCI)
Strong knowledge of PeopleSoft Architecture, PeopleTools, PUM, Lifecycle Management, and Change Assistant
Experience managing large-scale infrastructure modernization and cloud transformation initiatives
Strong understanding of Oracle Database, WebLogic, Integration Broker, and PeopleSoft environments
Demonstrated success managing projects with budgets exceeding $5M and multiple stakeholder groups
Experience working with executive leadership and steering committees

Agile/Scrum Certification
Experience with HCM, FSCM, or ELM implementations/upgrades

$75 - $80 per hourThe pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access.
