Position Overview
The People Administrator plays a critical role in managing and monitoring both full-time employee (FTE) and contingent hourly labor headcount across sites within the Region. This role ensures accurate attendance tracking, proactive workforce planning, and effective labor delivery management in partnership with on-site Operations Leaders, HR, and external staffing partners. The ideal candidate brings a strong HR & Staffing foundation with working knowledge of co-employment laws, particularly those applicable within the region, to manage hourly labor effectively while driving compliance and operational excellence.

Key Responsibilities
Regional Workforce Planning & Delivery

  • Monitor FTE and contingent labor headcount across Region to align daily/weekly staffing with volume and SLA targets.
  • Manage FTE and contingent labor delivery tracking across multiple regional sites; rebalance labor based on forecast, cancellations, or volume shifts.
  • Track New Hire Orientations (NHOs) by site; ensure delivery rates and show-up percentages meet regional goals and are reflected in forecasts.

Vendor & Partner Management

  • Partner with staffing vendors and co-employment partners to review performance, fill-rate, quality, and compliance; develop corrective and proactive action plans.
  • Assess vendor capacity and scalability specific to regional needs (seasonality, client mix, shift profiles).

Data, Systems & Reporting

  • Maintain and continuously improve regional demand tracking tools/dashboards to support the Regional Leadership Team (RLT) decision-making.
  • Analyze workforce trends (Attrition, Overtime/Mandatory overtime, Voluntary Time Off /
  • Voluntary overtime, call-offs, cancellations) and recommend actions to stabilize delivery and cost.
  • Deliver recurring and ad hoc reporting (daily/weekly site rollups, NHO conversion, quality of hire, vendor fill-rate, cancellation reasons, error/audit logs).

Execution & Compliance

  • Utilize HRIS and VMS platforms (e.g., Workday) for requisitions, hiring events, timekeeping audits, and headcount moves.
  • Support Managed Service Provider (MSP) in planning, setup, and breakdown of regional hiring events based on labor projections.
  • Conduct post-event audits; resolve errors (timecard, roster, PO/billing, rate codes) within SLA.
  • Monitor workforce activity (VTO, VOT, MOT, canceled shifts) and adjust demand plans; escalate emerging risks early.
  • Ensure compliance with state and local employment regulations within the region (breaks, meal periods, scheduling, minor labor, sick leave).
  • Maintain critical supplies (incl. PPE) for assigned sites; coordinate replenishment according to safety and budget guidelines.
  • Support special projects and pilot programs as assigned by the manager.

Qualifications
Required

  • High school diploma or equivalent.
  • 1+ years in a fast-paced, customer-oriented environment (operations, administrative support, customer service, retail, hospitality, staffing, recruiting, HR, or related).
  • Strong organization and prioritization skills with high attention to detail.
  • Excellent customer service and discretion; able to handle confidential information.
  • Clear written and verbal communication; comfortable presenting to groups.
  • Proficiency with Microsoft Office, Google Workspace, and company communication tools (e.g., email, Slack).
  • Experience with data entry, auditing, and producing data-driven reports.
  • Role may require time on the warehouse floor (walking/standing); ability to lift up to 25lbs on occasion.
  • On-site presence at Home Site with periodic travel to regional sites; occasional evenings/weekends.
  • Ability to travel to support sites as needed.

Preferred

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • HR background with knowledge of co-employment and contingent labor management.
  • Experience in workforce planning, staffing vendor/MSP management, or fulfillment/distribution environments.
  • Proficiency with iOS, Excel (lookups/pivots), and Workday (or similar HRIS).
  • Experience with VMS platforms.
  • Analytical problem-solver able to identify trends and recommend actions. Demonstrated ability to build effective partnerships with site teams and external vendors.

Skills Required

  • High school diploma or equivalent
  • At least 1 year of experience in a fast-paced, customer-oriented environment such as operations, administration, customer service, retail, hospitality, staffing, recruiting, or HR
  • Strong organization and prioritization skills with high attention to detail
