Job Description

Basic Purpose

Positions in this job family prepare, document, and disburse payroll payments, payroll taxes, and employee benefit payments in accordance with state and federal laws. This position plans, supervises and coordinates payroll processes in accordance with state and federal laws.


Typical Functions

  • Reviews and approves documents submitted for changes in voluntary deductions, taxes, etc.
  • Maintains job and payroll data
  • Calculates and processes various types of pay; this may require auditing an employee’s time and labor entries, processing requests for shared leave, reviewing or entering appropriate time leave codes such as worker’s compensation or leave without pay, or performing other reviews or audits needed to ensure the accurate processing for employee’s pay.
  • Enters changes in tax status and miscellaneous changes in the payroll system
  • Performs a wide variety of record keeping and payroll processing activities, including computation of wage payments, calculation and recording of payroll deductions, processing terminations, auditing reports.
  • Prepares, processes and/or reviews a variety of transactions concerning retirement and insurance deductions and payments, deferred compensation, charitable contributions and other voluntary and involuntary payroll deductions, including garnishments, status changes, transfers, promotions, demotions, salary changes and terminations
  • Prepares routine correspondence and forms and enters the appropriate information into Workday
  • Maintains confidential employee records and filing systems in compliance with agency policy, the Oklahoma Department of Libraries Records Disposition Schedule and any other relevant federal or state laws, rules, or regulations

Level I:

This is the entry level of the job family, where employees are routinely assigned responsibilities for completing various payroll activities and tasks.  This may include reviewing requests for payroll deductions, preparing routine correspondence, and data entry into Workday.


Level II:

This is the career level of the job family, where employees are routinely assigned responsibilities for a wide range of payroll activities and tasks and work with greater independence.


Level III:

This is the specialist level of the job family, where employees are routinely assigned responsibilities for advanced level work and perform tasks with greater independence. Employees at this level may be recognized as experts in the specialty. Assignments are prescribed, but the methods are not typically reviewed nor controlled while the work is in progress.


Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities at this level include knowledge of Microsoft Office Suite.


Skills required at this level include time management; record maintenance; and basic payroll management policies and procedures. 


Abilities required at this level include the ability to work both independently and in a team environment; work accurately; handle confidential matters with tact and discretion; exercise good judgment in analyzing situations and making decisions; interpret and handle routine matters in accordance with agency policy; follow oral and written instructions; establish and maintain an effective working relationship with others; and provide exceptional customer service.


Education and Experience

Level I:

Education and Experience requirements at this level consist of a bachelor’s degree; or four years of technical payroll administration or human resources experience, or an equivalent combination of education and experience, substituting one year of technical payroll administration or human resources experience for each year of the required bachelor’s degree.


Level II:

Education and Experience requirements at this level consist of a bachelor’s degree plus one year of professional payroll administration experience; or an equivalent combination of education and experience, substituting one year of technical payroll administration or human resources experience for each year of the required bachelor’s degree. No substitution will be made for the required 1 year of professional payroll administration.


Level III:

Education and Experience requirements at this level consist of a bachelor’s degree plus two years of professional payroll administration experience; or an equivalent combination of education and experience, substituting one year of technical payroll administration or human resources experience for each year of the required bachelor’s degree.  No substitution will be made for the required 2 years of professional payroll administration.


Special Requirements

This position follows Workday protocol for processing payroll.


Some positions may require that employees be willing and able to fulfill all job-related travel associated with the position.
