(This is an in-person role at our corporate office in Troy, Virginia.)
Summary
The Payroll Specialist will be responsible for compiling and maintaining all construction payroll, providing weekly and bi-weekly gross pay reports to our parent company, and reconciling to final payroll reports. Assists with new hire onboarding, and works with our Human Resources department to address all payroll-related inquiries and issues.
Responsibilities Include (but are not limited to):
- Assist and support operations with timely and accurate payroll time reporting
- File and maintain employee data, payroll related documents and records in a timely and orderly manner
- Process weekly payroll cycles, helping to ensure correct hours reporting across all jobs.
- Export and import data between payroll systems, reconciling between the two in order to maintain proper accounting and data integrity
- Record and reconcile payroll cash transactions and maintain reconciliations of all payroll GL accounts. Recommend and prepare journal entries as needed
- Prepare and provide weekly certified payroll reports for all jobs subject to Davis Bacon Act, using a combination of electronic and manual reporting with government agencies or project owners
- Collect, review and provide certified payroll reports required from subcontractors
- Monthly reporting of subcontractor payments to required governmental agencies
- Organization and monitoring of compliance with all EEO, OJT and DBE requirements for each job
- Creating and submitting all monthly, quarterly, and other certified payroll reports to required agencies.
- Maintain knowledge and system setup of multi-state compliance, including taxation and reciprocity rules
- Maintain knowledge and system setup of Davis Bacon reporting requirements in general, as well as wage determinations at the job level
- Collect tax filings from parent company, review and reconcile
- Assist with audits as necessary, including, but not limited to, insurance audits and outside independent audit
- Assist operations with inquiries related to expenses posted to jobs, provide weekly reporting of job cost details or summary as required
- Assist with the employee onboarding process, ensuring required documents are complete and submitted appropriately.
- Assists accounting with ad hoc requests as required
- Perform other duties and tasks as assigned
- Participation in all company EEO trainings
Knowledge
· 3-5 years of experience working payroll administration, preferably in a construction/government contract and multi-state environment.
· Proven ability to resolve issues related to earnings, taxes, and payroll-related inquiries.
· Understanding of payroll-related GL accounts and GAAP reporting.
· The ideal candidate is meticulous, resourceful, and approachable with great analytical and mathematical abilities.
Position Type and Expected Hours of Work
This is a full-time position. Normal work hours are Monday through Friday – 8:00 a.m. – 5:00 p.m., with time provided for lunch, hours may vary.

Skills Required
- 3-5 years payroll administration experience
