Summary and Objective
The Payroll Specialist & HR Generalist is a blended Human Resources role responsible for balancing payroll execution and HR generalist support in a fast-paced environment. This position dedicates approximately half of its time to payroll administration and half to core HR generalist functions, including onboarding, employee support, and HR operations.
On the payroll side, the role is responsible for accurate and timely payroll processing, HRIS administration, employee data maintenance, payroll tax and state account support, payroll-related leave administration, and SOX-compliant documentation using Paycom. The position works closely with the Payroll Manager to ensure payroll accuracy, compliance, and strong internal controls.
On the HR generalist side, the role supports full-cycle recruitment, onboarding, employee relations, HR administration, policy and process documentation, HR metrics, and day-to-day employee support. This individual serves as a key operational partner to hiringmanagers and HR leadership while maintaining confidentiality, professionalism, and a high standard of service across the employee lifecycle.
Payroll Specialist Responsibilities (Approximately 50%)

Process regular and off cycle payrolls for hourly, salaried, and variable pay employees using Paycom.

Support payroll for a multi state workforce, ensuring accurate application of state and local wage and hour requirements.

Review payroll previews, registers, and exception reports to identify discrepancies prior to payroll submission.

Validate timecard data, including hours imported from third party timekeeping or scheduling systems.

Enter and maintain payroll data in Paycom, including new hires, pay rate changes, earnings codes, and terminations.

Assist with payroll corrections, retroactive payments, and special earnings as directed.
Paycom HRIS & Data Administration

Maintain accurate employee records in Paycom, ensuring consistency across payroll, timekeeping, and HR data.

Support employee use of Paycom self service features related to pay statements, tax forms, and direct deposit.

Run standard Paycom payroll and HRIS reports to support reviews, reconciliations, and audits.

Assist with Paycom testing related to system updates, configuration changes, or new state setups.
SOX Controls & Documentation

Perform assigned payroll control activities in accordance with documented SOX procedures.

Maintain payroll approvals, reconciliation support, and audit documentation.

Follow established segregation of duties, system access, and approval workflows.

Escalate payroll discrepancies, compliance concerns, or system issues to the Payroll Manager.
Payroll Tax & State Account Support

Support payroll tax administration by assisting with tax account setup, maintenance, and updates for new or existing state and local jurisdictions.

Assist with monitoring and maintaining state and local tax accounts, including unemployment and withholding accounts.

Support reconciliation of payroll tax reports and assist with issue resolution in coordination with payroll vendors or Finance.

Assist with state specific leave program account support (e.g., paid family and medical leave programs), including account setup, employee deductions, and report validation.
Leave Administration Support

Support payroll related aspects of employee leave administration, including unpaid and paid leaves, state mandated leave programs, and coordination with timekeeping.

Assist with ensuring accurate pay treatment, deductions, and accruals during leaves of absence.

Coordinate with HR, leave administrators, and payroll vendors to ensure leave data is accurately reflected in Paycom.

Escalate complex leave issues or compliance questions for review as needed.
Employee Support & Service

Respond to routine employee payroll, tax, benefits, and leave questions in a timely and professional manner.

Research discrepancies and provide clear explanations to employees.

Maintain strict confidentiality of employee and company information
HR Generalist Responsibilities (Approximately 50%)

Provide employees with guidance on HR policies, procedures, and best practices.

Provide day-to-day HR administrative support, including managing incoming calls and responding to the HR email inbox, with questions related to compensation, leave management, workers’ compensation, employment verifications, and unemployment claims.

Partner with HR leadership on employee relations matters, including exit interviews, investigations, and issue resolution.

Communicate proactively with HR team members and company leadership to support business objectives in a professional, ethical, and compliant manner.

Assist with new hire orientation and onboarding, including ensuring completion of all pre-employment requirements such as background checks, drug screenings, and other regulatory items.

Maintain and update organizational charts, job requirements, and job descriptions in SharePoint and the HRIS.

Draft, update, and maintain HR policies and standard operating procedures to promote compliance and consistency.

Maintain accurate employee records and HRIS data.

Support the implementation of HR initiatives, processes, and systems to improve HR operations.

Perform other duties as assigned by the Head of HR.

Required Education and Experience

Associate or Bachelor's Degree in Accounting, Human Resources, Business Administration, or related field (or equivalent experience).

3 to 5 years of hands on payroll processing in a multi state environment.

Hands on experience using payroll software, preferably Paycom.

Experience supporting payroll tax or state account administration.

Strong attention to detail and ability to meet payroll deadlines.

Must be authorized to work lawfully in the United States without sponsorship.
