General Description: 

The Payroll Manager is responsible for the accurate, timely, and compliant administration of payroll operations for a workforce of approximately 1,100 employees across multiple states and jurisdictions. This role oversees all aspects of payroll processing, including multi-state tax compliance, union payroll administration, prevailing wage requirements, garnishments, benefit deductions, and payroll reporting. The Payroll Manager ensures compliance with federal, state, and local wage and hour laws, collective bargaining agreements, and company policies while maintaining the highest standards of accuracy, confidentiality, and customer service.

The Payroll Manager partners closely with Human Resources, Finance, Operations, and external vendors to support payroll-related initiatives, implement process improvements, and maintain strong internal controls. This position requires extensive knowledge of multi-state payroll regulations, union payroll requirements, and payroll systems, as well as the ability to manage complex payroll transactions in a fast-paced environment. The successful candidate will demonstrate strong leadership, analytical, and problem-solving skills while fostering a culture of compliance, accountability, and continuous improvement.

  • Take ownership and assume full responsibility for the end-to-end payroll process
  • Organize, prioritize and own multiple tasks while meeting or exceeding deadlines
  • Build relationships and work well across functions and companies
  • Establish strong, collaborative relationships with internal stakeholders to strategically optimize payroll processes, tools and procedures to meet Company objectives.
  • Identifying risks and gaps - and taking ownership of solutions
  • Manage payroll process, to include, but not limited to:
    • Manage and oversee the end-to-end payroll process for approximately 1,200 employees across multiple states and jurisdictions.
    • Ensure accurate and timely processing of weekly, bi-weekly, and off-cycle payrolls.
    • Review payroll data for accuracy, completeness, and compliance with company policies and applicable regulations.
    • Maintain payroll records and supporting documentation in accordance with legal and company requirements.
    • Ensure compliance with federal, state, and local wage and hour laws, payroll tax regulations, and reporting requirements.
    • Monitor and implement payroll-related legislative and regulatory changes affecting multi-state operations.
    • Ensure compliance with collective bargaining agreements, prevailing wage requirements, and union reporting obligations.
    • Coordinate payroll tax filings, year-end processing, and regulatory reporting activities.
    • Interpret and administer payroll provisions contained within collective bargaining agreements.
    • Ensure accurate calculation and remittance of union dues, fringe benefits, pension contributions, and other contractual obligations.
    • Partner with Operations, Human Resources, and union representatives to resolve payroll-related issues.
    • Maintain and optimize payroll systems, interfaces, and related technologies.
    • Identify and implement process improvements to increase efficiency, accuracy, and internal controls.
    • Manage payroll system updates, testing, and implementation of new functionality.
    • Develop and maintain payroll procedures and documentation.
    • Perform payroll audits to ensure compliance and accuracy of employee pay, deductions, taxes, and benefit contributions.
    • Reconcile payroll-related accounts and support month-end and year-end financial close processes.
    • Prepare payroll reports and analyses for Finance, Human Resources, Operations, and executive leadership.
    • Support internal and external audits by providing payroll records and documentation.
    • Other duties as assigned

 

Knowledge, Skills, & Abilities:

  • Knowledge of accounting principles and practice
  • In-depth knowledge and experience of payroll calculation and processing
  • Knowledge of applicable local, state, and federal rules and laws
  • Proficiency in relevant payroll and accounting software
  • Learn and apply new technology, and share your knowledge with others
  • Proficient in Excel, Word and Outlook
  • Professional management style able to work with diverse personalities
  • Attention to detail and accuracy
  • Exceptional customer service skills
  • Analytical capability to make accurate decisions under pressure in a deadline driven environment
  • Must have a hands-on approach and involved in all activities with strong understanding of the process from beginning to end
  • Ability to understand union contracts is highly preferred
  • Ability to effectively communicate information to employees and management
  • Ability to provide outside-the-box solutions to drive risk management, efficiencies, and payroll accuracy
Preferred Qualifications

Required Qualifications:

  • Bachelor’s Degree in Business, Accounting, Finance, or related discipline
  • Minimum of five (5) years of payroll experience
  • Experience in multi-company and multi-state payroll tax
  • Experience with Davis Bacon  
  • Experience with Union and Non-Union payrolls

 

Preferred Qualifications:

  • CPP (Certified Payroll Professional) preferred
  • Three (3) years of managerial/supervisory experience preferred
  • Experience with ADP Workforce Now preferred
  • Experience with payroll and/or accounting software implementations preferred
  • Experience in international payroll tax preferred
