The PositionPayroll Manager

Job Summary

The Payroll Manager manages the United States payrolls, payroll taxes, garnishment processes, and unemployment including vendor management, budget, and contract.  The Payroll Manager is responsible for ensuring timely and accurate delivery of payroll and legally required reporting while ensuring internal controls are maintained to high standards for the United States (approximately 2000 employees, multiple legal entities, multiple states, union).  Responsible for specialized entries (including deferred compensation, relocation, LTI, expatriate), W2 and W2C processes, managing quarterly tax processes/amendments as necessary.  Responsible for state tax issues/set up by working with finance/legal/HR/HRIS.

Location: Roswell, GA (Hybrid - 3 days in the office, 2 days remote)

Key Tasks and Responsibilities

  • Oversees multiple legal entity payrolls in several states (including California), union, multi-jurisdiction payroll processing 

  • Ensures that all legal guidelines are adhered to (IRS, wage garnishments, federal and state laws, etc.), payroll preparation/processing is accurate, documented, timely, and organized (per pay period, quarterly, year-end) and that all processes are documented and adhere to best practices and strict internal audit controls.  Recommends and implements process improvement as required.

  • Supervises the payroll administrators (4 with one specialized in state tax issues) and Payroll Supervisor.  The Payroll Manager is accountable for ensuring payrolls are timely and accurate with appropriate audit trails, as well as all other supporting payroll functions are completed timely and accurately.  

  • Manage the vendor relationship with ADP from service to contract to billing; Monitor & Review ADP billing; discuss overcharges and make recommendations for cost containment.

  • Meets with GL Team on a regular basis as well as year-end planning and monitors all of the various General Ledger reconciliations and ensures that the payroll administrators are resolving issues timely and accurately.

Budget Responsibilities:

  • Department Budget
  • ADP Service Budget (processing)

  • Unemployment Budget (rates/assumptions for business groups)

  • Investigate and resolve IRS, state, and social tax problems; work with ADP to ensure all taxes are paid in a timely manner. Must be familiar with multiple state taxation and federal taxation laws

  • Responsibility for payroll systems setup (unemployment, etc.) and problem resolution; works with unemployment TPA to ensure state jurisdictions are set up accurately.

  • Full quarterly & year end responsibility with W2 balancing and processing.

  • Maintains a comprehensive understanding of various processes such as benefits interface, 401k interface & funding, expatriate pay & tax issues, among other things.  

  • Processes some payrolls.  Needs to maintain familiarity with all pay codes and be able to process as backup in the event of an emergency.

  • Works with tax, treasury, and finance on various issues related to payroll and taxes

  • Works with Compensation Team on annual bonus & merit process, expatriate adjustments, stock payments, relocation adjustments as well as special year-end adjustments

  • Works with Benefits and Systems team on initiatives, set ups and interface issues as well as any special projects that arise during the year (such as annual enrollment data loads, etc.)

  • Manages projects associated with periodic divestiture, merger and acquisition activity/projects. Works with internal team and ADP/other interfaces, etc.

  • Responsible for timekeeping systems with respect to pay practices and payroll processing – works with HRIS Manager and business groups  on set up and issue resolution

  • Other projects as necessary

Skills and Attributes Requirements

  • In-depth knowledge of payroll practices and systems (ADP Enterprise V6 and ADP Workforce Manager) including specialized entries and M&A

  • Strong computer skills (specifically Excel/Google Sheets; reporting)

  • Excellent communication skills, both written and verbal

  • Project Management

  • Ability to maintain confidentiality; High degree of integrity

  • Ability to assess situations and determine best course of action and work cross functionally with HR/Finance/HRIS

  • Commitment to strong customer service principals

  • Ability to work effectively as a team member and individually

Education/Experience Requirements

  • Bachelor’s degree in business, accounting, finance or equivalent experience.

  • Demonstrated supervisory experience of 5-7 years in a payroll management capacity

  • 7-10 years payroll experience in a complex environment (multiple paycodes, multiple pay frequencies, multi-state)

  • Experience with ADP Enterprise (V6), Kronos or Workforce Manager and high proficiency in reporting tools such as ADPR

  • Proficiency in Excel/Sheets and Word/Documents (including pivot tables, vlookup)

  • CPP (Certified Payroll Professional) preferred
