The Payroll Manager oversees all aspects of bi-weekly payroll operations, ensuring accurate, timely, and compliant processing for U.S. employees and supporting Canadian payroll as needed. This role manages payroll staff, maintains payroll policies and procedures, ensures adherence to federal and state regulations, oversees 401(k) and garnishment administration, and leads internal and external audits. The Payroll Manager partners closely with HR, Benefits, Finance, and external vendors to maintain data integrity, strengthen internal controls, and continuously improve payroll processes.

Essential Duties and Responsibilities:

  • Lead end-to-end processing for multi-state payroll with accuracy, timeliness, and compliance.
  • Oversee contributions, loan repayments, reconciliations, and coordination with plan providers.
  • Manage child support, tax levies, and creditor orders, ensuring proper setup and remittance.
  • Provide oversight or coordination for Canadian payroll; ensure compliance with provincial tax and statutory rules.
  • Conduct internal audits, support external audits, and maintain audit-ready documentation and controls.
  • Maintain and update SOPs, workflows, and internal controls to reflect current laws and best practices.
  • Ensure adherence to federal, state, and local wage and hour laws, tax regulations, and reporting requirements.
  • Manage system configuration, integrations, testing, and data integrity with HRIS/payroll vendors.
  • Prepare payroll reports, GL files, tax reconciliations, and variance analyses for Finance and leadership.
  • Address escalated payroll inquiries with professionalism, confidentiality, and strong problem-solving skills

  • Strong knowledge of federal and multi-state payroll laws, tax regulations, and wage and hour rules.
  • Experience processing 401(k) contributions, loans, and compliance reporting.
  • Hands-on experience with garnishments, levies, and statutory orders.
  • Proficiency with HRIS/payroll systems (Workday, ADP, UKG, Paycom, Ceridian, etc.).
  • Advanced Excel skills and comfort with data analysis and reconciliation.
  • Strong understanding of payroll audits, internal controls, and documentation standards.

Required Experience:

  • Minimum 5 years progressive payroll experience.
  • Minimum 2 years in a leadership or supervisory role

Education:

  • High school diploma or GED required

Skills Required:

  • Deep understanding of payroll regulations, tax rules, and multi-state requirements.
  • Ability to coach, develop, and manage payroll staff.
  • Skilled at identifying discrepancies, interpreting data, and resolving complex issues.
  • Ability to explain payroll concepts clearly to employees and leaders.
  • Continuously improves workflows and strengthens internal controls.
  • Maintains strict confidentiality and handles sensitive information with discretion.
  • Travel 0-10% - as required on an as needed basis.
  • Must have reliable transportation and live within a commutable distance to one of the following cities: Atlanta, GA

Qualifications Preferred:

  • Bachelor’s degree in Human Resources, Business, or related field
  • CPP certification
  • Experience with Canadian payroll (Ontario, Quebec, or other provinces) strongly preferred.

Work Schedule This position requires the ability to work various shifts to accommodate business needs. Typically, between the hours of 8AM-6PM Monday through Friday and on weekends as needed. Travel is required 10% of the time.
