Job DescriptionThis role provides comprehensive HR administration and payroll coordination for the EMEA Hub, with a focus on compliant processes for key European jurisdictions, mainly Romania,but supporting other EMEA sites.
Payroll Coordination and Compliance (Romania & EMEA Countries)
Coordinate with the external payroll vendor to ensure accurate and secure fund disbursement.
Payroll Input & Integrity: Prepare and validate monthly payroll data for assigned European countries (e.g., Romania, Spain), applying statutory and tax requirements, particularly for Romania.
Bank File Processing & Reconciliation: Securely process and transmit net pay bank files to the banking system. Conduct detailed monthly reconciliations of payroll output, bank disbursements, and general ledger entries.
Compliance Expertise: Maintain strong practical knowledge of Romanian and Spanish Labour Law and Statutory Compliance (including social security and tax). Ensure the vendor correctly handles all mandatory local filings and remittances. Ensure support required for Social Compliance and other audits, regarding payroll data.
Timekeeping & Overtime: Oversee the collection and validation of timekeeping data, ensuring compliance with diverse national labor laws before submission to the vendor.
HR Data Administration
Employee Support: Act as the first-tier point of escalation for employee inquiries requiring policy interpretation or detailed administrative action.
HR Data Stewardship and Governance: Serve as a data steward for the EMEA hub within Oracle HR, responsible for the integrity, accuracy, and security of all organizational data. Ensure transactions adhere to strict data governance policies to support accurate reporting and payroll.
Contracts & Onboarding: Prepare employment contracts and other employee documentation, ensuring local legal compliance. Facilitate a seamless new hire onboarding experience. Prepare addendums to working contracts, termination documentation, maintain REGES data reporting.
Benefits Administration: Manage employee enrollment in benefits and provide support for benefits inquiries.
Other Admin Support: Support Statistical reporting to INS Romania at request. Coordinate medical leave administration and REGES reporting as well as FNUASS Recovery of medical certificates value.
- High school education or work-related experience.
- 3-5 years of related experience.
- Language Proficiency: Romanian and English, Spanish is a plus
- Proficiency in data transactions within modern Human Capital Management (HCM) systems (e.g., Oracle HR or similar).
- Practical experience in payroll/accounting, including bank file generation, processing, and reconciliation.
- Experience with ServiceNow or comparable case management systems.
- Demonstrated ability to manage knowledge bases and drive digital adoption/self-service initiatives.
- Strong practical knowledge of Romanian Labour Law and Statutory Payroll Compliance is essential.
- Proven ability to quickly acquire knowledge of other European jurisdictions.
- Exceptional analytical skills and a naturally curious mindset for problem-solving.
- Dedicated to continuous process improvement within a dynamic, multi-country environment.
- Demonstrated ability to maintain high service levels in complex, confidential settings.
- Excellent payroll processing, accounting, and mathematical skills.
- Comprehensive knowledge of payroll, tax, accounting, and applicable laws, regulations, policies, and processes.
- Proficiency in word processing, data entry, proofreading, and auditing.
- Skilled in multitasking, organization, and prioritizing work effectively.
- Strong customer service, verbal, and written communication skills.
