About the Role

Job Summary:

The HIMS Manager leads the Health Information Management function across Valir's programs, with accountability for the integrity, security, and compliance of the Electronic Medical Record (EMR) and all associated health information. This role directs the department's day-to-day operations, supervises HIM staff, and serves as the organization's subject-matter authority on medical record governance, release of information, quality reporting, and HIPAA compliance. The HIMS Manager partners with clinical, compliance, and IT leadership to maintain accurate, secure, and audit-ready health information systems, and builds the policies, training, and quality controls that support the department's work.


Duties/Responsibilities:

  • Directs and oversees all HIM functions related to the Electronic Medical Record, including confidentiality, security, accuracy, quality reporting, and required system changes.
  • Supervises, schedules, and develops HIM Coordinators and other HIM staff; conducts performance evaluations and manages day-to-day workflow of the department.
  • Serves as the organization's lead Power-User for the EMR; oversees training of PACE  on EMR functionality and leads onboarding of new PACE staff  on documentation requirements.
  • Establishes and monitors quality improvement processes to ensure the accuracy, completeness, and timeliness of health information.
  • Oversees all release of information requests, ensuring documentation is provided accurately, timely, and in full compliance with HIPAA and applicable state and federal regulations.
  • Manages intake and filing of health information generated by the Interdisciplinary Team (IDT) and received from outside sources, including labs, consultations, and home care notes.
  • Develops, implements, and maintains HIM department policies and procedures, and ensures ongoing compliance with CMS, state licensing, and accreditation requirements.
  • Generates and reviews reports for internal management and external vendors/regulators, and monitors key HIM metrics.
  • Leads internal audits of medical records and coordinates corrective action plans as needed.
  • Serves as a resource and escalation point for complex HIM, coding, or documentation questions across programs.
  • Partners with IT and vendors on EMR upgrades, system changes, and issue resolution.
  • Manages all things with the EMR and escalates changes to the EMR Committee.
  • Engages with all staff in a collaborative, professional manner and models Valir's service standards.
  • Other duties as assigned.


Supervisory Responsibilities:

  • Directly supervises HIM Coordinators and HIM staff across all PACE sites nationally.
  • Has authority to hire, discipline, and terminate HIM staff, or makes recommendations on these actions that are given particular weight.
  • Sets priorities, assigns and directs the work of the HIM team, and is accountable for their performance.

Required Skills/Abilities: 

  • Strong working knowledge of Electronic Medical Record systems and HIM operations.
  • Demonstrated ability to lead, train, and develop staff.
  • Proficient in MS Office Suite (Outlook, Word, Excel); able to learn additional software used by PACE and Hospice programs.
  • Excellent verbal and written communication skills.
  • Excellent customer service and interpersonal skills; able to communicate effectively with professional staff, direct care staff, consultants, visitors, and outside agencies.
  • Strong organizational skills with the ability to establish priorities and maintain the organization of all records.
  • Sound analytical and problem-solving skills, particularly related to compliance and quality issues.
  • Ability to function effectively in a high-paced, deadline-driven environment.
  • Working knowledge of program policies and procedures, with the ability to apply that knowledge to department operations.
  • High degree of discretion and sound judgment in maintaining confidentiality of information.
  • Demonstrates honesty and integrity in the care and use of program property and information.

Education, Licenses, Certifications and Experience:

  • Bachelor's degree preferred; Associate degree or High School Diploma/equivalent considered with relevant experience.
  • RHIA or RHIT credential preferred.
  • Minimum five years of experience in Health Information Management or medical records, including prior lead or supervisory experience preferred.
  • Persons who have been found guilty by a court of law of abusing, neglecting, or mistreating individuals in a healthcare-related setting are ineligible for employment in this position.

Physical Requirements (Subject to Reasonable Accommodation): 

  • Keyboarding/dexterity: frequently; activity exists up to 75% of the time.
  • Communication: ability to read, speak, and hear in English.
  • Strength: sedentary position (exerting up to 10 lbs. of force occasionally).
  • Standing/Walking: occasionally; activity exists up to 25% of the time.

Working Conditions:

This position will be in an indoor, climate-controlled office environment with occasional travel between program sites. This position may be exposed to typical office and healthcare-facility conditions, including CRT (computer) monitor use and frequent repetitive motions.

  • Demonstrates knowledge of specific and individual role in the fire/safety program, including safety, security, hazardous materials/waste, emergency preparedness, life safety, medical equipment, and utility systems management plans.
  • Participates in policies and procedures relating to infection control for self, participants/patients, and staff.
  • Observes proper body mechanics and safety precautions in all job duties.
  • Communicates information about incidents involving self, participants/patients, staff, and/or visitors to appropriate parties, using facility incident reporting systems as appropriate.
  • Demonstrates the safe operation of equipment and follows procedures for reporting and correcting an unsafe situation.

Skills Required
