Position Summary

Chartis Federal is seeking an experienced OTAR Specialist to support secure tactical communications operations for our customer.

This role is responsible for supporting Over-The-Air Rekeying (OTAR) operations, encryption key distribution, communications provisioning, and operational support activities that ensure continuity of secure communications across mission-critical Land Mobile Radio (LMR) systems.

The ideal candidate brings hands-on experience supporting OTAR-enabled communications systems, encryption key management processes, tactical radio environments, and customer-facing operational support in secure federal or public safety environments.

This position is contingent upon contract award. 

Responsibilities

  • Support Over-The-Air Rekeying (OTAR) operations for secure tactical communications systems 
  • Issue and manage Radio Service Identifications (RSIs), IP addresses, and associated communications provisioning data 
  • Configure and maintain provisioning data within CBP tactical communications environments 
  • Support secure encryption key generation, distribution, rotation, revocation, and accountability processes 
  • Operate and maintain Key Management Facility (KMF) systems and associated tools 
  • Utilize Key Variable Loaders (KVLs) to load, manage, and maintain cryptographic keys 
  • Support OTAR-enabled Land Mobile Radio (LMR) communications systems 
  • Track OTAR activities, incidents, and operational requests using Remedy, ServiceNow, or comparable ticketing systems 
  • Generate operational reports related to secure voice Push-to-Talk (PTT) activity and OTAR performance 
  • Provide first-echelon customer support for OTAR-related issues, provisioning requests, and operational troubleshooting 
  • Diagnose and resolve key synchronization, provisioning, and secure communications issues 
  • Support inventory accountability functions, including Local Property Officer (LPO) or inventory-related responsibilities as required 
  • Maintain accurate documentation, audit records, and operational tracking data 
  • Support ad hoc technical initiatives, special projects, and mission support events 
  • Ensure compliance with DHS, CBP, and federal information security and communications security requirements

Requirements

  • Equivalent combination of relevant education, military experience, technical training, certifications, and hands-on experience in tactical communications, OTAR, secure communications, or related operational environments 
  • 3+ years of experience supporting OTAR, secure communications, LMR, tactical radio, or related mission-critical communications systems 
  • Hands-on experience with Key Management Facility (KMF) and Key Variable Loader (KVL) platforms 
  • Experience supporting OTAR-enabled P25 or comparable Land Mobile Radio (LMR) communications systems 
  • Familiarity with Motorola APX, Motorola NEXT, or similar tactical radio platforms 
  • Experience working in ticket-driven operational support environments (e.g., Remedy, ServiceNow, or similar) 
  • Strong troubleshooting, analytical, and problem-solving skills 
  • Strong customer service / operational support experience 
  • Experience maintaining accurate operational records and documentation

Preferred Qualifications

  • Experience supporting DHS, CBP, FPS, FEMA, DoD, or other federal tactical communications environments 
  • Familiarity with CBP TACCOM operations or U.S. Coast Guard Rescue 21 environments 
  • Public safety communications background 
  • Experience supporting encryption-capable communications assets 
  • Existing DHS suitability, Public Trust, Secret clearance, or similar federal security credential 
  • Security+, COMTIA certifications, or related technical credentials 
  • Military communications background

Work Environment / Physical Requirements

  • Full-time onsite position in Orlando, FL 
  • Work performed in a mission-critical operational environment 
  • Occasional after-hours support may be required based on operational needs 
  • Must be able to lift and move communications equipment up to 50 pounds 
  • Must successfully complete a CBP Background Investigation 
  • Must comply with all federal cybersecurity, information security, and communications security requirements
