Position Summary

Chartis Federal is seeking an experienced OTAR Specialist to support secure tactical communications operations within U.S. Customs and Border Protection (CBP) Tactical Communications (TACCOM) environments.

This role supports the full lifecycle of Over-The-Air Rekeying (OTAR) operations and cryptographic key management, ensuring the secure, reliable, and continuous operation of mission-critical Land Mobile Radio (LMR) systems. The OTAR Specialist operates in a 24x7x365 mission environment, supporting provisioning, secure communications continuity, system integrity, and operational readiness in accordance with DHS and CBP standards.

Responsibilities  

• Support the full lifecycle of OTAR and cryptographic key management, including controlled key generation, distribution, rotation, revocation, validation, and tracking
• Issue and manage Radio Service Identifications (RSIs), IP addressing, and associated communications provisioning data
• Configure, update, and maintain OTAR provisioning data in accordance with CBP operational requirements
• Operate and maintain Key Management Facility (KMF) systems and associated tools
• Utilize Key Variable Loaders (KVLs) to securely load, manage, and maintain encryption keys
• Support OTAR-enabled P25 Land Mobile Radio (LMR) communications systems across mission environments
• Perform validation and verification of provisioning data and cryptographic key loads to ensure accuracy and system alignment
• Track OTAR activities, incidents, and operational requests using enterprise systems such as Remedy, ServiceNow, or equivalent platforms
• Generate and maintain operational reports related to secure voice Push-to-Talk (PTT) activity, OTAR performance, and system readiness
• Analyze operational data and reporting outputs to identify trends, improve processes, and support mission decision-making
• Provide first-echelon and escalated support for OTAR provisioning, secure communications issues, and subscriber support requests
• Diagnose and resolve key synchronization, provisioning discrepancies, and secure communications failures
• Maintain accurate documentation, audit records, and traceability of OTAR activities to ensure compliance with DHS and CBP accountability standards
• Support inventory accountability processes, including Local Property Officer (LPO) or asset tracking functions as required
• Coordinate with internal teams, government stakeholders, and vendors to support ongoing TACCOM operations
• Support ad hoc mission requirements, surge activities, and technical initiative
• Ensure compliance with federal cybersecurity, communications security (COMSEC), and CBP/DHS operational policies 

Requirements

•  Bachelor’s degree in a relevant field, or equivalent combination of education, technical training, military experience, and hands-on operational experience 
• 3+ years of experience supporting OTAR, LMR systems, secure communications, or tactical radio environments 
• Hands-on experience with Key Management Facility (KMF) and Key Variable Loader (KVL) platforms 
• Experience supporting OTAR-enabled P25 or comparable Land Mobile Radio (LMR) systems 
• Familiarity with Motorola APX, Motorola NEXT, or similar communications platforms 
• Experience working in ticket-driven operational support environments (e.g., Remedy, ServiceNow, or equivalent systems) 
• Strong troubleshooting, analytical, and problem-solving skills 
• Experience maintaining operational records, documentation, and system tracking data 
• Strong communication and customer support capabilities in operational environments

Preferred Qualifications

• Experience supporting DHS, CBP, FPS, FEMA, DoD, or other federal tactical communications environments 
• Familiarity with CBP TACCOM operations or U.S. Coast Guard Rescue 21 environments 
• Public safety communications background 
• Experience supporting encryption-capable communications assets 
• Existing DHS suitability, Public Trust, Secret clearance, or similar federal security credential 
• Security+, COMTIA certifications, or related technical credentials 
• Military communications background

Work Environment / Physical Requirements

• Full-time onsite position in Orlando, FL 
•  Work performed in a mission-critical, 24x7x365 operational environment, including after-hours and on-call support as required 
• Occasional after-hours support may be required based on operational needs 
• Must be able to lift and move communications equipment up to 50 pounds 
• Must successfully complete a CBP Background Investigation 
• Must comply with all federal cybersecurity, information security, and communications security requirements
