Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Act as the assigned Support Engineer (L3), providing 2nd and 3rd line support to business applications — responding to service requests, investigating and resolving incidents and problems, and advising customers/users on changes and improvements based on best practice.
  • Contribute to the gathering, analysis, setup, design, and documentation of new requirements and change requests.
  • Develop and review documentation, including requirements, functional and technical design documents, and system specifications.
  • Provide time estimates for the development and implementation of new requirements.
  • Conduct full lifecycle testing of change requests prior to user acceptance testing.
  • Actively contribute to relevant projects and cross-Service Line integration efforts.
  • Participate in job-related conferences and training to keep knowledge and expertise current.
  • Provide briefings and presentations as required.
  • Work within a sprint-based delivery model (one-week sprints), including sprint planning, execution, and review meetings, daily "touch point" check-ins, and weekly progress meetings.
  • Produce sprint completion reports summarizing work and deliverables, and a Project Closure Report at the end of the engagement.

Essential Skills, Experience and Certifications

  • Minimum 5 years of recent, practical experience as an Oracle E-Business Suite Developer, including a sustained 24-month period of performance on each of the two most recent assignments.
  • Minimum 5 years of experience with Oracle E-Business Suite 12.2 (or higher) development, including:
    • Advanced SQL and PL/SQL
    • Oracle E-Business Suite Workflow and Developer tools
    • Oracle Application Framework (OAF) development
    • Oracle Discoverer, Financial Statement Generator, Application Desktop Integrator (ADI), Web ADI, and XML Publisher
    • Detailed understanding of the Oracle E-Business Suite Release 12.2 (or higher) data model
    • Software development methodology and implementation lifecycle experience
    • Knowledge of accounting fundamentals and experience developing/maintaining financial software
  • Experience writing detailed technical documents based on functional design documents.
  • Knowledge of and experience with Oracle Application Express (APEX) integrated with Oracle E-Business Suite.
  • Knowledge of and experience with Oracle E-Business Suite Integrated SOA Gateway (ISG).
  • Strong problem-solving skills, full proficiency in English, and a customer-service orientation.

Working Location

  • Braine-l'Alleud, Belgium

Working Policy

  • Hybrid — 40% on-site, remainder as agreed; core hours 08:30–12:00 and 13:00–17:30, with occasional out-of-hours/weekend work as needed.

Travel

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
