Senior Contract Management SpecialistCompany:The Boeing CompanyJob ID:00000261984Date Posted:2021-11-16-08:00Location:USA - Long Beach, CAJob Description Qualifications: The Boeing Company's Government Contracts C-17 International and Global organization is currently seeking a Senior Contract Management Specialist in Long Beach, CA.This position allows telecommuting. The selected candidate will be required to perform some work onsite at the listed location option.This role will conduct request for proposal (RFP) analysis, risk identification/mitigation, proposal management and development, negotiations and contract/modification awards, and contract post award administration efforts. As a Senior Contracts and Pricing Representative, you will represent the company to our United States Air Force and Foreign Military customers with the responsibility to develop and/or maintain effective working relationships with customer counterparts. Position Responsibilities:

  • Administer and monitor contract performance on major government contracts
  • Conduct day-to-day contract administration activities in accordance with organizational policies and procedures
  • Coordinate the receipt and submission of all formal contract correspondence and deliverables
  • Conduct the negotiation and administration of agreements between the company and customers ensuring adherence to company policies and procedures
  • Responsible for reviewing contract solicitation terms, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changes
  • Execute contractual instruments to ensure adherence to company policy as set forth in company delegation of authority
  • Analyze and interpret contract requirements, including Federal Acquisition Regulations (FAR) and/or Defense Federal Acquisition Regulations Supplement (DFARS), and any other regulatory requirements in the contract
  • Respond to inquiries regarding contract obligations, compliance and contract changes
  • Lead proposal preparation activities aligned to customer requirements
  • Lead negotiation team to finalize terms and conditions, technical requirements, schedule and price
  • Conduct Truth in Negotiation Act (TINA) implementation/sweeps
  • Monitor contract performance and ensure compliance with contract terms
  • Prepare teaming agreements, memorandum of understandings (MOUs), Memorandum of Agreement (MOAs), and domestic consultant/sales representative agreements and other contractual agreements
  • Prepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation package
  • Lead management reviews of proposals/contracts and support program reviews
  • Perform other duties and projects as assigned

Employer will not sponsor applicants for employment visa status. Basic Qualifications (Required Skills/Experience):

  • Bachelor's Degree or higher
  • 5+ years of experience in business related function (including but not limited to: Finance, Contracts, Estimating, Procurement Financial Analysis, Business Operations, Supplier Management, Marketing & Sales
  • 5+ years of experience drafting, negotiating and executing complex contracts and subcontracts
  • 5+ years of experience with United States Government (USG) and International contracts

Preferred Qualifications (Desired Skills/Experience):

  • Proficient utilizing the Microsoft Office Suite
  • Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
  • Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
  • Strong critical thinking, problem solving, negotiation, communication and interpersonal skills
  • Demonstrated presentation skills to senior managers and/or executives
  • Highly motivated self-starter and self-directed learner with a creative mind, and high attention to detail

Typical Education & Experience: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).
