What Your Job Will Be Like

Do you want to join a dynamic team that support issues to our nation's security?
Organization 11011 Prime Contract is currently seeking an Organizational Conflict of Interest (OCI) Specialist to support the OCI team responsibilities! The selected candidate will work closely with members of Sandia's scientific and engineering community, the Sandia Field Office (SFO), members of Sandia Legal, other DOE/NNSA sites, and others to address OCI requirements across the Laboratory.
On any given day, you may be called on to:

  • Execute a continuum of OCI functions to support Sandia National Laboratories (Sandia) technical programs and the execution of mission and research strategies.
  • Employ technical knowledge and business acumen to engage Sandia entities, such as programs and divisions, to support the development and execution of business and partnership strategies when an Organizational Conflicts of Interest (OCI) concern is identified.
  • Collaborate with business development functions such as intellectual property management, sponsor interface, proposal development, and Legal in the negotiation of OCI risk management strategies.
  • Advance OCI integration through innovative policies, best business practices and supports institutional partnerships.
  • Collaborate with divisions, program, and line management and interacts directly with other federal agency sponsors or non-federal entities, including industry, universities, and state, local, or foreign governments to support Sandia programs and partnerships, including communicating OCI-related Department of Energy (DOE) and National Nuclear Security Agency (NNSA) requirements.
  • Interpret and analyze Department of Energy Acquisition Regulations (DEAR) and Federal Acquisition Regulations (FAR) and contract clauses to ensure compliance and to support technical work programs.
  • Negotiate and develop OCI determinations, in partnership with divisions, program, business development and partnership entities and line management, to implement the appropriate OCI controls that enable mission work and prevent an unfair competitive advantage and/or providing the government with biased technical advice.
  • Support the development of strategies and business development plans in collaboration with, and as advisor to, Sandia entities when an OCI concern is identified.
  • Establish, direct, and coordinate OCI-related mitigation plans and strategies, electronic resources, implementation plans, and communications plans.
  • Keep informed about technical trends and developments in government, economic, scientific, and other fields related to division and program mission objectives.
  • Provide proposal development consultation and support for OCI-related elements and facilitates corporate OCI administrative requirements.
  • Implement operational concepts to protect government and third-party data
  • Develop strategies to maintain fairness of opportunity for third party access to Sandia capabilities and ensure bias- free technology transfer and product commercialization.
  • Work with federal organizations to advance legal and regulatory partnership frameworks.

Telecommuting (This position is eligible for telecommuting and the selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary. The selected applicant must be able to work onsite (25%) of the time.)

Qualifications We Require

  • Bachelor's degree in Business, Political Science, Legal, or other related field, plus at least (5) years of relevant experience or equivalent years of experience and education.
  • Knowledge of contractual documents and requirements and ability to field difficult questions and provide recommendations that are compliant with contractual requirements.
  • Ability to obtain and maintain a DOE Q-Level Security clearance.
  • Ability to work with sensitive or classified information.



Qualifications We Desire

  • Master's degree in business, political science, or legal plus (5) or more years of relevant experience
  • Federal or DOE/NNSA Lab experience
  • OCI knowledge in a high-tech industrial organization, government laboratory, or federal agency.
  • Understanding of intellectual property; legal, regulatory, and contractual constructs.
  • Knowledge of Organizational Conflict of Interest Federal regulations (DEAR and FAR)
  • Ability to understand and communicate technical concepts and mission needs.
  • Excellent oral and written communication skills, including the ability to interact effectively with all levels of internal and external personnel and to build effective business relationships.
  • Ability to anticipate, understand and react to potential and current sponsor or customer needs.
  • Ability to translate OCI concepts into action plans and follow through to mitigation strategies.
  • Knowledge of computer-based software application, including Microsoft Office Products (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Capable of delivering results and making significant contributions to multidisciplinary teams.
  • Ability to interact effectively with all levels of internal and external personnel, form effective working relationships, and build rapport and converse with diverse constituencies.
  • Strong facilitation and negotiation skills, strong critical thinking and analytical skills, and the ability to identify and resolve conflicts.

Security Clearance

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
