Job Responsibilities:

Operations includes the following Air Force Civil Engineer program areas: electrical and power production; heating, ventilation, air conditioning and refrigeration; carpentry, masonry, steel-working, welding and signage; pavements, heavy equipment and grounds maintenance; entomology and pest management; water, fuels and sewage maintenance and management; work order planning, programming and prioritization; asset management; supply and material control; and service contract acquisition and management.

The Contractor supports the execution of the AF/A4C Strategic Implementation Plan (SIP) by coordinating enterprise initiatives, integrating cross-functional efforts, and monitoring progress toward strategic objectives. Coordinates actions across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and installation stakeholders to advance enterprise priorities related to Civil Engineer Operations governance, infrastructure modernization, enterprise asset management, engineering standards, and installation readiness. Supports development of implementation plans, performance measures, executive briefings, and strategic recommendations that improve operational effectiveness across the Department of the Air Force.

The ideal candidate must not just understand "how the shops run" but must be able to link tactical shop activities (preventive maintenance, material control, craft execution) to USAF strategic initiatives and the A4C Strategic Plan.   This role bridges the gap between tactical base-level execution and Headquarters-level policy development, ensuring the core program areas of the Operations Flight are standardizing business processes, meeting statutory asset management requirements, and maintaining combat-readiness.

 

Position Description:

The Contractor shall coordinate and collaborate with Government personnel in the planning, implementation, execution, and continuous improvement of Civil Engineer Operations strategic initiatives under AF/A4C program management oversight.

Support implementation of Operations Strategic Implementation Plan objectives by coordinating enterprise modernization initiatives, tracking strategic milestones, assessing risks to execution, integrating stakeholder actions, and developing recommendations that improve strategic outcomes and accelerate initiative delivery.

Develop and maintain Plans of Action and Milestones (POA&Ms), implementation plans, performance measures, executive dashboards, and strategic reports supporting Civil Engineer Operations priorities. Coordinate milestone updates with action owners and prepare recurring executive status updates for senior leadership.

Perform program analysis by identifying trends, evaluating organizational performance, assessing enterprise initiatives, and developing decision-support products for Headquarters Air Force leadership. Coordinate with AFCEC, AFIMSC, MAJCOMs, installations, and other Department of War organizations to integrate strategic initiatives and resolve cross-functional issues affecting enterprise execution.

Support the execution of strategic initiatives involving Unified Facilities Criteria (UFC) modernization, infrastructure hardening and resilience, utility modernization and recovery planning, enterprise fuel-storage advocacy, asset management modernization, condition-based maintenance implementation, infrastructure condition assessments, equipment modernization, Airman-Centric facilities initiatives, automated diagnostic technologies, and enterprise business process transformation.

Research emerging technologies, industry best practices, and innovative business processes that improve Civil Engineer Operations and support continuous improvement across the Department of the Air Force.

Required Skills:

  • Bachelor's Degree from an accredited university
  • Ten (10) or more years of experience supporting Air Force or Department of Defense programs
  • Experience supporting strategic planning, implementation plans, or enterprise initiatives
  • Experience developing and tracking Plans of Action and Milestones (POA&Ms), implementation plans, or strategic roadmaps
  • Experience supporting implementation of strategic plans or enterprise transformation initiatives
  • Experience conducting program analysis and developing executive recommendations for senior leadership
  • Experience coordinating cross-functional initiatives involving multiple organizations and stakeholders
  • Knowledge of Air Force Civil Engineer Squadron organization, Operations Flight responsibilities, and installation-level Civil Engineer processes
  • Familiarity with strategy development, business process improvement, and performance management methodologies
  • Strong analytical, communication, problem-solving, and time management skills.
  • Excellent written and verbal communication skills

Desired Skills:

  • Retired/Separated Air Force member
  • Experience supporting Headquarters Air Force, AFCEC, AFIMSC, or MAJCOM staff organizations and working with Joint Staff, OSW, Combatant Commands, or interagency partners
  • Knowledge of AF CE installation-level organizational construct, including roles, responsibilities, and relationships of the sub-organizations, as well as relationships with external installation-level stakeholders
  • Familiarity with Civil Engineer governance, Unified Facilities Criteria (UFC), enterprise asset management, or infrastructure modernization initiatives
  • Ability to produce concise, decision‑ready written products (e.g., talking points, decision memos, briefing slides) for GO/SES audiences
  • Experience developing executive dashboards, performance metrics, implementation plans, or decision-support products
  • Knowledge of business analytics, organizational performance measurement, or strategic planning frameworks
  • Experience evaluating emerging technologies, developing business cases, or supporting technology adoption initiatives.
  • Knowledge of Civil Engineer vehicle validation process
  • Able to self-teach new technical and non-technical concepts
