BAE Systems, Inc. Combat Mission Systems (CMS) business unit is hiring an Operations Program Manager (OPM) to oversee the manufacturing processes for one of our Product Value Streams in York, PA. In this organization, the OPM manages moderate to highly complex programs/projects involving the program development, production, and technical support. Provides competitive advantage to the company by managing the project/program's defined scope on schedule, within budget, and at the expected level of quality in accordance with the contract terms. The OPM acts as Operations primary point of contact and manages stakeholder communications with the team, Program Management, customers, and BAE Systems Management on Operations program status.
Responsibilities:
  • Provide Operations Program leadership in Program/Project execution from program capture through delivery
  • Develop long term and strategic approaches, manage program launch and execution, anticipate and resolve problems, and ensure inter-group cooperation to meet all program obligations and objectives
  • Interface with customers on all Operations program issues
  • Support Risk and Opportunity management activities
  • Manage program Initiation and Capture
  • Develop strategies for proposal preparation, negotiations, and pricing decisions
  • Support the contract administrator during major proposal negotiations
  • Lead the Operations program planning
  • Develop and execute a manufacturing program execution plan, including stakeholder analysis, internal/external program plans, budgets, schedules, and resources necessary to achieve program goals
  • Plan and manage cross functional (direct and indirect) resources ensuring all project obligations and objectives are met
  • Identify and acquire resources, provide project leadership, and anticipate and resolve inter/intra group conflict
  • Manage the program Close Out process
  • Support the contract administrator during contract closure process
  • Manage the orderly closure and disposition of all Manufacturing processes and equipment
  • Document lessons learned
  • Archive all program records
  • Support BAE Systems' Lifecycle Management (LCM) implementation
  • Ensure program documentation is of acceptable quality and completeness
  • Understand the program financial position including managing and reporting the operations financial inputs/results
  • Participate in LCM reviews as an Assessor or Chairperson
  • Actively promote a culture of safety, health, and personal well-being for self, employees, and the program team
  • Maintain a safe work environment and ensure compliance with safety and environmental objectives and policies
  • Ensure compliance all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, etc.
  • Support hiring, training, evaluating, mentoring, and disciplining employees
  • Develop employees and share responsibility of self-development with immediate supervisor

Required Education, Experience, & Skills
  • Bachelor's Degree and 10 years work experience or equivalent experience
  • Experience in Operations Management
  • Experience in Program/Project Management
  • Experience in Performance Management (EVM, KPIs, Metrics, etc.)
  • Experience in Manufacturing/Production
  • Knowledge of Manufacturing functions, including manufacturing engineering, test engineering, production control, and shop management
  • Ability to develop and implement effective program plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
  • Ability to support the proposal and bid process
  • Ability to initiate, prioritize, and coordinate multiple tasks simultaneously
  • Ability to achieve program objectives using a team-based approach that demonstrates the value of each team member
  • Ability to effectively manage program complexities and structuring activities in times of ambiguity
  • Proficiency in MS Office

Preferred Education, Experience, & Skills
  • Master's Degree
  • Professional Certification
  • Experience in a Defense Contracting
  • Experience in Lean Manufacturing or Operational Excellence (OE)
  • Experience in Control Account Management (CAM) or Earned Value Management (EVM)
  • Ability to influence cross-functional teams without authority

Pay Information
Full-Time Salary Range: $136000 - $231200
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
