The Sustainable Development Practice Group

The Sustainable Development (SD) Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water.

Duties and Responsibilities:

The Operations Analyst reports to the AFE SD Regional Director. S/he will be expected to handle a variety of concurrent activities and competing demands in a fluid and fast-paced environment, including the following duties:

Operational Support:

  • Responsible for portfolio monitoring, and preparation of tables and regular operational updates on the status of deliverables and portfolio, identifying risks and issues.
  • Monitor and report on follow up actions resulting from portfolio/pipeline reviews and discussions. Provide inputs to regional and corporate monitoring requests.
  • Maintain full familiarity with contents and processing steps of operational documents, reports and Board documents.
  • Conduct quality control of key packages, such as board packages, ICRs, ISRs and ASA.
  • Perform other ad-hoc duties in support to Practice Managers and other members of the department leadership team as assigned by the Director, such as processing of operational documents for appropriate clearance, distribution and handling of logistical planning for negotiations, review meetings, Board presentations, signings and other key meetings, and monitoring or downloading project/budget reports.
  • Prepare briefing notes and briefs.
  • Prepare spreadsheets to support PMs with budget analysis.
  • Undertake ad-hoc inquiries in standard and non-standard databases, retrieve, manipulate and present data.

Back-up to Administrative Support:

  • As there is only one senior administrative assistant in the Eastern and Southern Africa AFE Planet Department front office, the Operations Analyst will be required to perform administrative tasks in a back-up capacity when the Senior Administrative Assistant cannot preform the tasks.
  • Perform with a high degree of efficiency, discretion and judgment to provide a wide range of executive assistance to the Regional Director, especially in the areas of managing priorities, and workflow; staff interaction with the Regional Director; screening of all in-coming documents; screening, prioritizing and following up on emails and phone calls and ensuring the smooth delivery of services. Ensure all documents requiring signature are of high quality and adhere to administrative operational guidelines. Routinely prepare correspondence on a range of topics on behalf of the Director and prepare minutes of meetings.
  • As the first point of contact for the Regional Director, keep abreast of and maintain sufficient working knowledge of the tasks being performed in each unit with an ability to independently respond to inquiries and exercise strategic thinking and decision-making skills to address clients within and outside the Bank.
  • Use judgment, tact, diplomacy and discretion in answering and/or redirecting inquiries to appropriate sources and in dealing with sensitive or highly confidential matters; make decisions when multiple courses of action are possible.
  • Coordinate the time management and scheduling on behalf of the Regional Director, to include effective prioritizing and resolving related conflicts and competing demands. Gather and collate materials and prepare mission briefing materials and binders for the Regional Director's schedule of meeting, in close collaboration with Front Office staff.
  • Manage the Director email system to insure good organization of email and quick response to email.
  • Handle logistics of Regional Director's mission travel.
  • Handle logistical planning for regular management meetings as well as events held in the office or sponsored by the office.
  • Ensure smooth operation of office and administrative support by maintaining and coordinating general office procedures and guidelines and ensure their dissemination across the function to enable efficiencies and consistency.
  • Assist with the recruitment process by posting the vacancies in Compass, liaising with the HR team, as needed, and handling logistics for the interviews with high level of confidentiality and discretion.
  • Assist in monitoring the departmental budget, liaise and follow up with RM Officer, as appropriate. Process STC/STT, vendor contracts through admin portal. Serve as TRS and LARS coordinator for the Regional Director's Front Office and Department.
  • Perform other ad-hoc task assigned by the Regional Director as needed.

Selection Criteria

  • Master's degree in a relevant discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development).
  • 2 years of relevant professional experience as an Operations Analyst, preferably working in a Directors front office.
  • Demonstrated knowledge and experience in portfolio matters, solid understanding of the World Bank project cycle and the World Bank country engagement model.
  • Effective analytical, research and problem-solving skills.
  • Thorough knowledge of relevant computer software: Microsoft Word, Outlook, Excel and PowerPoint and surveying online tools (e.g., Survey monkey).
  • Knowledge of operational processes and procedures is required.
  • Good analytical and numeracy skills is required.
  • Demonstrated inter-personal skills; experience of working effectively in large and multi-disciplinary teams of specialists.
  • Good communications skills, specifically in writing briefs, reports and preparing power point presentations.
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities.
  • Excellent English language skill is required (writing, speaking, listening, and reading).
  • High degree of motivation, initiative, flexibility, reliability, and ability to handle concurrent tasks simultaneously.
  • Excellent organizational, administrative and time management skills with proven ability to work quickly and efficiently under pressure.
  • Direct experience working to support specific lending operations would be an advantage.
  • Good team player, with excellent interpersonal and communication skills and able to interact tactfully with people at all levels.
  • Willingness and ability to deliver under tight deadlines.
  • Attention to details with an appreciation for how they impact the big picture.
  • Proven personal ethics and integrity, sound judgment and resourcefulness. A self-starter with positive attitude.

    Required Competencies:

  • Demonstrates basic understanding of policy issues and priorities of client and other key stakeholders
  • Has basic knowledge of World Bank Group organizational structure and its goals (IBRD, IDA, IFC, MIGA, and ICSID)
  • Has basic understanding of policy making process and the role of own sector of expertise in that process
  • Has basic understanding of Bank's development initiatives and policies and practices related to lending and non-lending operations
  • Conducts information/ data research under senior staff guidance
  • Delivers information effectively in support of team or workgroup
  • Has excellent writing ability
  • Has basic knowledge of WBG Clients (MICs, LICs, FCS, etc.).
  • Understands basic issues/priorities in the GP/country or CMU vis a vis the Client as well as other key stakeholders.
  • Demonstrates ability to conduct research and prepare contributions to GP strategic or operational frameworks and/or associated briefings and communications, as well as to follow up on issues as needed
  • Demonstrates ability to contribute to the organization and preparation of high-level events (i.e., materials and logistics)
  • Drafts concise and quality meeting minutes or other records of proceedings
  • Basic understanding of project cycle for all types of projects, i.e. lending, non- lending operations and country products.
  • Knowledge of Bank financial instruments and operational policies and procedures.
  • An ability to provide research and basic analytical support to task/country teams at various stages of project cycle.
  • Ability to assist in developing and organizing the delivery of learning and knowledge dissemination programs.
  • Demonstrates basic understanding of sector, thematic, and/or country relevant cross-cutting and/or macro issues relevant to World Bank Group's work

  • Demonstrates basic knowledge and practical skills in using key relevant WBG data systems and tools such as SAP, Business Intelligence, Standard Reports, Operations and TF Portals, etc.
