Torch Technologies is seeking a highly skilled Operational Assessment (OA) Analyst Lead with expertise in Joint Integrated Air and Missile Defense (IAMD) planning and operations to support Operational Assessment (OA) of missile defense planning systems and warfighter engagement activities. This role directly supports DEVCOM AvMC, the Army RCCTO-JPO, and the Missile Defense Agency (MDA) in all aspects of IAMD planning and Battle Management. The candidate will work with Joint Services IAMD planning systems that are interfaced or air-gapped with the Command-and-Control Battle Management Communications (C2BMC) Planner, Joint Integrated Defense Planner (JIDP), and the Prototype Next Generation Planner (NGP). Responsibilities include leading system interface, integration, and regression test, providing support to DEVCOM AvMC 's Integrated Defense Planner Laboratory. A strong military background in advanced Joint IAMD planning, operations, and Joint Interface Control Officer (JICO) experience is strongly desired.
As a Lead, you will provide senior-level technical leadership and advisory support to the government customer, guiding complex system interface and integration efforts and supporting the development of robust, interoperable solutions across the Operational Assessment (OA) team. You will develop software requirements specifications, lead the analysis and validation of planning system usability, and refine defense designs and methodologies to support the delivery and testing of new capabilities. Acting as a key technical liaison between government leadership, stakeholders, and software developers, you will identify and resolve design and integration challenges, conduct analysis and scenario-based assessments of existing and emerging Joint IAMD Planning Systems capabilities. In this capacity, you will also provide critical expertise in systems engineering, program support, technical advice, cybersecurity, and IT oversight, while supervising a cross-functional OA team—including ISSO, IT System administrators, and OA analysts—to ensure cohesive execution, effective collaboration, and alignment with the customer’s objectives.
As an Operational Assessment (OA) Analyst Lead, your duties will include, but are not limited to:
Analyze and evaluate major system project requirements of considerable complexity requiring a thorough understanding of
all parameters affecting and interfacing with the system.Serve as a Subject Matter Expert (SME) in Strategic, Operational, and Tactical Missile Defense Planning Systems in a Joint environment
Develop and test IAMD defense designs, mission plans, and scenarios
Leverage a strong operational background in Air and Missile Defense (AMD) from a Joint Services perspective
Conduct Interface and Integration Testing of Joint Integrated Air and Missile Defense (IAMD) planning systems
Support C2BMC Planner Risk Reduction Testing
Support Joint IAMD planning initiatives and Technical Interchange Meetings (TIM)
Support MDA and JPO Agile Development processes, including User Acceptance Testing (UAT)
Develop Functional and Non-Functional Software Requirements Specifications
Create and execute Advanced Capabilities Test Procedures and Success Criteria Requirements
Support Operational Assessments of IAMD Flight and Ground Test Defense Designs
Perform Warfighter Human Systems Integration (HSI) and Human Systems Engineering (HSE) for IAMD planning systems
Author Operational Assessment and User Acceptance Criteria Reports for pre-fielded planning systems
Provide system Verification and Validation (V&V) support
Required Qualifications:
U.S. Citizenship
Active DoD TS/SCI
Bachelor’s degree in computer science, Management Information Systems, or a related field or equivalent experience.
8+ years of relevant operational experience with a minimum of 4 of those 8 years specifically focused on systems analysis and operational assessment.
Preferred Qualifications:
Experience with IAMD planning systems, such as:
C2BMC Planner, Aegis Mission Planner (AMP), AMDWS, THAAD Portable Planner (TPP), Patriot Tactical Planner (PTP), IBCS, IFPC, LTAMDS, and associated air/ground sensor platforms
Strong analytical, written, and verbal communication skills
Proven ability to work independently and lead or contribute within a team
Capable of completing tasks locally or remotely with minimal supervision
Effective in collaborating with customers and stakeholders, delivering clear reports and actionable insights
