POSITION SUMMARY INFORMATION: DUTIES AND REQUIREMENTS

Position Overview: In this role, you will oversee the administration, coordination, supervision, and evaluation of nursing services within a GWFS operated government detention facility while ensuring residents receive safe, ethical, evidence-based, culturally competent, and legally compliant healthcare services in accordance with government detention standards and policies, ACA standards, federal regulations, state Nurse Practice Acts, and accepted correctional nursing practices. You will provide clinical leadership for nursing operations, emergency response, chronic care services, infection prevention, intake screening, and ambulatory healthcare programs while working collaboratively with multidisciplinary healthcare teams, detention leadership, and outside agencies. This position requires strong clinical leadership, sound judgment, professionalism, and the ability to manage complex healthcare operations within a secure correctional environment while maintaining nursing independence from custody and security functions.

Responsibilities:

  • Direct, supervise, and evaluate nursing operations within government detention and staging facilities while ensuring healthcare services comply with government standards, ACA standards, government policies, PREA requirements, CDC guidance, and applicable federal and state regulations.
  • Collaborate with the Clinical Director (CD), Health Services Administrator (HSA), behavioral health personnel, and multidisciplinary healthcare teams to develop, implement, and evaluate patient care programs and nursing practice standards.
  • Provide clinical leadership for medical, mental health, emergency response, chronic care, intake screening, infection prevention, ambulatory care, and resident wellness services throughout the facility.
  • Monitor nursing documentation, medication administration activities, clinical outcomes, infection prevention measures, quality improvement indicators, and resident healthcare services to ensure operational compliance and patient safety.
  • Participate in mortality reviews, root cause analyses, peer reviews, quality management initiatives, performance improvement programs, and healthcare operational assessments.
  • Assist with accreditation activities, audits, inspections, corrective action plans, compliance monitoring, and implementation of operational improvements related to healthcare services and nursing operations.
  • Supervise nursing personnel while providing leadership, coaching, mentoring, scheduling oversight, performance management, orientation, annual training coordination, and competency validation activities.
  • Coordinate staff education and operational training related to correctional nursing, suicide prevention, PREA compliance, emergency response, infection prevention, chronic disease management, and resident special needs populations.
  • Oversee intake screenings, triage services, sick call operations, emergency medical response, chronic care clinics, specialty referrals, hospitalizations, discharge planning, and continuity of care activities.
  • Ensure timely identification, monitoring, and management of residents with mental health conditions, communicable diseases, disabilities, pregnancy-related conditions, substance withdrawal concerns, suicide risks, and other special medical needs.
  • Participate in emergency preparedness planning, mass casualty response activities, and operational readiness initiatives while ensuring nursing staff maintain competency in CPR, emergency protocols, and emergency equipment use.
  • Maintain professionalism, cultural competence, ethical nursing practices, strong communication, sound clinical judgment, and operational leadership while supporting safe, compliant, and efficient healthcare operations within the detention facility.

Qualifications:

  • Must possess a Bachelor of Science in Nursing (BSN).
  • Must possess a current, unrestricted Registered Nurse (RN) license in Arizona.
  • Must possess a minimum of six (6) years of professional nursing experience.
  • Must possess a minimum of two (2) years of supervisory nursing experience.
  • Must possess a current CPR/BLS certification and maintain any professional credentials/certification appropriate to the job specialty.
  • Correctional, detention, public health, emergency, or inpatient nursing experience preferred.
  • Knowledge of government detention healthcare standards, ACA standards, government policies, and correctional nursing principles.
  • Knowledge of nursing management, leadership, staff development, and adult learning principles.
  • Knowledge of emergency nursing, ambulatory care, mental health, chronic disease management, and infection control.
  • Ability to supervise multidisciplinary healthcare staff and manage clinical operations effectively.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to maintain professional composure and adapt to rapidly changing operational environments.
  • Ability to maintain confidentiality and ethical nursing practice standards.
  • Ability to work collaboratively with federal agencies, public health authorities, and healthcare partners.
  • Ability to lift or assist in moving individuals weighing over up to or over 100 pounds.
  • Ability to stand, walk, bend, kneel, run, and respond to emergency situations.
  • Ability to perform CPR and emergency medical interventions.
  • Ability to work in secure detention and austere operational environments.
  • Maintains professional licensure and competency requirements at all times.
  • Follows established chain of command and organizational policies.
  • Performs additional duties as assigned in support of detention healthcare operations.
  • Must possess ability to navigate Microsoft programs, specifically Microsoft Word, Excel, and Outlook.
  • Must possess strong attention to detail.
  • Must be able to provide proof of citizenship or legal US work authorization.
  • If prior active-duty military, must provide copies of DD214(s) showing discharge condition.
  • Must consent to fingerprinting.
  • Must be at least 21 years of age.
  • Must possess a high school diploma or equivalent
  • Clean criminal record and ability to pass a comprehensive background check and security screening.
  • Ability to pass a preemployment medical assessment and drug screening.
  • Excellent communication, observation, and report-writing skills.
  • Ability to remain calm and effective under pressure and in high-stress situations.
  • Ability to work flexible shifts, including nights, weekends, and holidays.

Work Environment:

Employees may be exposed to extreme cold or hot weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and loud noise.

Physical Requirements:

Employees may be required to remain in a stationary position, stand, push, pull, climb, kneel, crawl, balance, squat, bend, and reach. Employees may be also required to use gear to move items around, including, but not limited to, carts and dollies. Employees may also be occasionally required to lift and/or move up to 49 pounds.
