Key Responsibilities
Program & Project Management
Lead end-to-end DT program delivery for construction and capital projects from design through commissioning and handover.
Develop and manage integrated program plans, schedules, budgets, and resource forecasts aligned with construction milestones.
Oversee multiple concurrent DT projects (network, AV, security, OT/IoT, applications, data, and integrations).
Maintain the execution and program governance, reporting, risk management, and escalation processes.
Manage DT interdependencies across engineering design, procurement, construction, commissioning, and operations.
Stakeholder & Cross‑Functional Leadership
Act as the primary DT point of contact for Construction, Facilities, Real Estate, Engineering, and external partners.
Translate construction and operational requirements into DT scope and technical deliverables.
Facilitate alignment between architects, engineers, general contractors, power suppliers, and DT teams.
Communicate program status, risks, and dependencies to executive and steering committees.
Technology Delivery in Construction Environments
Manage delivery of construction-related DT solutions, including:
Network and wireless infrastructure.
Structured cabling and data centers.
DT Infrastructure security.
Audio-visual and collaboration technologies
Application and data integrations supporting facilities operations
Ensure DT solutions meet enterprise architecture, cybersecurity, and compliance standards.
Understanding and hands on experience is preferred in the technology and applications solutions at Purdue levels 3 and above, Cybersecurity Operations Center set-up and operationalization.
Financial & Vendor Management
Develop and manage program budgets, forecasts, and capital expense tracking.
Oversee vendor selection, contracts, statements of work, and performance.
Ensure coordination of DT vendor activities with construction schedules and site readiness.
Risk, Quality & Change Management
Identify and mitigate risks related to construction dependencies, site readiness, and technology integration.
Manage scope, schedule, and budget changes using formal change control processes.
Ensure quality assurance, testing, and acceptance prior to occupancy and operational handoff.
Operational Readiness & Handover
Coordinate cutover, commissioning, and transition to operations ensuring the delivery, performance and compliance of the Digital Technology infrastructure and solutions.
Ensure documentation, training, and support models are in place prior to go-live.
Partner with DT operations teams of NEOM Green Hydrogen Company (End-Customer / Facility Operator) to ensure long-term supportability
Ensure the NCA (National Cybersecurity Authority) requirements in the Kingdom of Saudi Arabia is complied, fulfilled and transitioned to NGHC.
Required Qualifications
Bachelor’s degree in Information Technology, Engineering, Construction Management, or related field (or equivalent experience)
10+ years of experience in DT project or program management
3+ years supporting construction, facilities, or capital projects
Flexibility in supporting global schedules to coordinate a global team with required meetings during Middle East, UK and America’s time zones
Proven experience managing multiple complex projects with cross-functional teams
Strong knowledge of DT infrastructure, enterprise applications, and systems integration
Experience working with external vendors, contractors, and system integrators
DT Leadership roles in the capacity of operational facilities is highly preferred, considering the project facility is transitioning to commissioning and operational readiness.
Information Security and knowledge on Cybersecurity.
