The Leidos Civil IT, Digital Modernization Group has an opening for an experienced Network Operations Manager on the Federal Trade Commission (FTC), Infrastructure Services Task Order 4 (TO4) contract. This role offers an exciting opportunity to lead a team of seasoned professionals and manage network infrastructure operations across Headquarters, Data Centers, and Regional Offices, ensuring high availability, security, and performance in a fast-paced, customer-focused environment. You will play a critical role in driving innovation, modernization, and operational excellence for FTC’s enterprise network.
Primary Responsibilities
As the Network Operations Manager, you will oversee the implementation, administration, and strategic operations of FTC’s enterprise network. You will provide expert advice on network design, security, and performance requirements, while ensuring seamless integration, operational health, and continuous improvement. This role includes managing day-to-day operations, troubleshooting, and leading a team of network professionals to deliver exceptional service.
Key responsibilities include:
- Strategic Leadership: Provide operational oversight and strategic guidance for FTC’s enterprise network, including Headquarters, Data Centers, and Regional Offices.
- Network Optimization: Monitor network performance, identify areas for improvement, and implement enhancements to ensure optimal functionality and security.
- Technical Expertise: Manage and maintain network solutions, including routers, switches, firewalls, VPNs, SD-WAN, Zscaler, and cloud-based technologies.
- Compliance and Documentation: Ensure compliance with federal standards (e.g., NIST, FISMA, FedRAMP) and maintain comprehensive documentation of network configurations and processes.
- Team Management: Lead and mentor network personnel, fostering a culture of collaboration, accountability, and continuous learning.
Specifically, in this role you will be responsible for managing installations, administration, troubleshooting, maintenance and documentation, utilizing the following products and tools:
- Cisco Routers and Switches
- Aruba Switches and Access Points
- Palo Alto Firewalls
- F5 Load Balancers
- ManageEngine OpManager (Network Performance Monitor)
- Wireshark (Packet Capture and Analysis)
- Documentation of standard IT processes and procedures
- Identification, research, and documentation of networking technologies beneficial to FTC
- Implementation and maintenance of compliance policies across the environment
- Additional tools, services and technologies as directed by Operations Manager or Program Office
Basic Qualifications
- Bachelor’s degree in a Computer related field and 12+ years of prior relevant experience or a Master’s degree with at least 10 years of relevant experience.
- Located in the Washington D.C. area and available for on-site work in D.C.
- Candidate must be able to meet minimum DoD IAT Level 2 Certification requirements (Currently Security+ CE, CCNA-Security, GSEC, or SSCP).
- Zscaler Digital Transformation Administrator (ZDTA) certification
- Extensive experience in network, cloud, security technologies, including Zscaler and Zero Trust implementations.
- Extensive experience with Visio or other networking diagram tools.
- Proven ability to manage network performance monitoring and modeling.
- Management and delivery of procedures, policies, work instructions and customer data calls.
- Management of IP/DHCP/DNS/Azure technologies.
- Exceptional oral and written communication skills.
- Demonstrated ability to develop and integrate solutions to address complex problems.
- Demonstrated ability to manage network infrastructure to maintain high availability and optimal use of resources.
- Demonstrated knowledge of advanced LAN/WAN routing and switching protocols (e.g., OSPF, EIGRP, STP).
- Demonstrated knowledge of route management protocols that determine the paths data follows (BGP, OSPF, etc.).
- Demonstrated ability to identify, diagnose, and resolve complex issues in a multi-vendor, multi-technology environment.
- Demonstrated ability to lead teams and manage complex network infrastructure projects.
- Ticket queue management experience.
Clearance Requirements
- Must be able to obtain and maintain a Public Trust security clearance.
- United States Citizenship is required.
Preferred Qualifications
- Cisco, Aruba, or Cloud certifications (CCNA, ACSP, AWS, Azure).
- Familiarity with federal compliance (NIST, FISMA, FedRAMP) and CIS 4.0 controls.
- Experience with Software-Defined Wide Area Networking (SD-WAN).
- Exposure to network orchestration tools and methodologies
- Experience implementing and securing Cloud environments
- ITIL certification and ServiceNow experience.
