This temporary position is with NC Dept of Information Technology, located at 301 N Wilmington St, Raleigh NC, Wake County. 

Job Order Hourly Rate of Pay: $54.67 (Based on education and/or years of relevant work experience reflected on the application). 

The primary purpose of the NC Longitudinal Data System (NCLDS) - IT Business Systems Analyst II is to assist the NCLDS Executive Director and NCLDS Assistant Directors in coordinating, implementing, and evaluating, IT projects, programs, and services identified in the NCLDS Strategic Plan. The NCLDS IT Business Systems Analyst:
* Oversees IT project planning, technical documentation, knowledge management, cross-agency collaboration, and outreach
* Serves as a centralized point of integration across teams, partners, and leadership to ensure program continuity, quality, and responsiveness to stakeholder needs
* Participates in a matrixed team leadership structure and collaborates with functional managers to align resources, set priorities, and ensure effective coordination among technical, operational, governance, and strategic components of the NCLDS program
* Is responsible for assigning and evaluating team members’ work

Knowledge Skills and Abilities/Management Preferences

  • Outstanding analytical skills in order to interpret clients' business needs and to translate them into application and operational requirements and analytical problem solving
  • Demonstrated ability to manage projects involving cross-functional process improvements including planning the project scope, directing staff members, handling change requests, forecasting budgets, and meeting deadlines for delivery
  • Ability to participate in the project to deliver the proposed and agreed upon solution, ability to utilize matrix management for projects to assist team members and/or stakeholders and ability to link operational improvements to financial benefits
  • Intermediate knowledge of general IT architectural principles, technical designs, and specifications
  • Excellent verbal and written communication skills including the ability to interact and communicate effectively with non-technical clients and with all levels within the organization including excellent facilitation, interpersonal, negotiation, and conflict resolution skills

Bachelor’s degree in business administration, computer science or any related field from an appropriately accredited institution and two years of experience in business consultation, process improvement, or requirement gathering in an information technology environment, or Associate degree in business administration, computer science or any related field from an appropriately accredited institution and three years of related experience in an information technology environment; or High School or GED and five years of related experience in an information technology environment; or an equivalent combination of education and experience.
