What We’re Looking For


Trillium Health Resources has a career opening for an NC ROOTS Regional Hub Compliance Manager to join our team! The Regional Hub Compliance Manager is responsible for ensuring that all NC ROOTS Hub activities—including sub-awards, contracts, program implementation, and financial practices—are fully compliant with applicable federal, state, and organizational requirements. This role provides proactive oversight of compliance across a complex, multi-partner environment, ensuring adherence to Uniform Guidance (2 CFR 200), NC ROOTS program requirements, and internal policies. The Compliance Manager works closely with procurement, grants and contracts, finance, and program leadership to ensure that compliance is built into processes from the start—not addressed after the fact. This role serves as the Hub’s primary compliance authority, ensuring audit readiness, risk mitigation, and ongoing monitoring across all partners and initiatives.


*Recruitment for this position is being conducted in anticipation of program funding approval. The position is contingent upon receipt and continuation of funding through the NC Roots effective June 1, 2026. The organization reserves the right to delay hiring, modify, or withdraw the position based on funding status.



On a typical day, you might:


  • Oversee compliance across all Hub activities, including sub-awards and contracts, program implementation and service delivery, and financial and reporting practices. 
  • Ensure adherence to Uniform Guidance (2 CFR 200), State of North Carolina requirements, NC ROOTS RFA and program guidelines, and organizational policies and procedures.
  • Develop and implement a sub-award monitoring framework, including risk assessments of sub-awardees, monitoring plans (e.g., desk reviews, site visits), documentation and reporting requirements.
  • Maintain comprehensive, organized documentation to support internal audits, state and federal reviews, and financial and programmatic audits.
  • Identify compliance risks across contracts and procurement, financial management, and program implementation.
  • Provide compliance training and guidance to internal staff, sub-awardees, and partners.

Qualifications


Required:

  • Associate’s degree and three (3) years of experience working in complex, multi-partner or grant-funded environments in compliance, grants management, audit, or regulatory oversight; OR 
  • Bachelor’s degree and one (1) year of experience working in complex, multi-partner or grant-funded environments in compliance, grants management, audit, or regulatory oversight; OR 
  • Equivalent combination of education/experience. 
  • Must have a valid driver’s license.
  • Must reside in North Carolina.


Preferred:

  • Business, Public Administration, Healthcare Administration, or a related field.
  • Experience in healthcare, public health, or Medicaid programs. 
  • Experience with sub-award monitoring and compliance frameworks. 
  • Experience supporting audits or regulatory reviews. 
  • Familiarity with North Carolina regulatory environment.
