Job Description
BAE Systems is seeking an experienced Navy Qualified Validator (NQV)/Team Lead to support our work as a prime contractor on a high-profile U.S. Navy weapon system.
Serving as the NQV/Team Lead, you will influence a multi-disciplinary team responsible for risk management framework of System Security Engineering (SSE). Currently we are developing and implementing a strategic solution for the integration of a model-based systems engineering approach to support current and future large-scale missile systems. You will collaborate directly with government customers to create policy, process, and implement appropriate tools for architecting, modeling, and designing a SSE infrastructure to continuously assess, mitigate, and minimize risk to the system's security and to the overall mission.
You will work closely with a specialized team and will interact routinely with the customer partner, workforce, and SSE team members to ensure successful administration and execution of a mission critical program. In this role, the NQV/Team Lead will provide information assurance (IA)/risk management framework (RMF) expertise to government Program or Project Managers and oversee the development and maintenance of the U.S. Navy's Strategic Systems Program (SSP) policy and directives. About the program
Our organization has supported the SSP continually since the program's inception in the 1950s. SSP developed the first sea-based, underwater-launched Strategic Weapon System (SWS), a defense system that is truly critical to our national security. For more than six decades, SSP has maintained and upgraded this weapon system and we have been there every step of the way. The sea-based SWS is the ultimate stealthy weapon system and as the first leg of the U.S. nuclear triad. With over 70% of our nation's nuclear arsenal its importance to maintaining world peace cannot be overstated. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well the next D5LE2 weapon system is under way and will begin to be rolled out over the next decade. The Navy projects this system to be operational through 2084, meaning the program will have a total life span of more than 120 years. Required Education, Experience, & Skills
BAE Systems is seeking an experienced NQV/Team Lead to support our work as a prime contractor on a high-profile U.S. Navy weapon system.
BAE Systems enables the government's role as the Systems Integrator of a complex system of systems program. The SSP SpE team consists of Navy SSP program offices, defense industry contractors, Navy Surface Warfare Center organizations, University Affiliated Research Centers, and DoE labs. The nation is investing in a new strategic weapon system that will be designed for, and integrated on, the US Columbia and UK Dreadnought Class submarines currently under construction.
The NQV/Team Lead will provide information assurance (IA)/risk management framework (RMF) expertise to government Program or Project Managers to provide sound engineering principles and disciplined guidance to ensure successful execution of specialty engineering plans and goals while communicating effectively with internal and external team of technical experts and junior engineers/technicians.
Key roles and responsibilities:

1. Develop a close and trusted professional relationship with customers at all levels.
2. Oversee and assess the cybersecurity risk assessment process within the overall Risk Management Framework (RMF) Assessment and Authorization (A&A) process, assist with the assessment of the security controls, review RMF packages and certify the residual risk in support of an RMF authorization.
3. Conduct an independent, comprehensive assessment of the management, operational, and technical controls employed within the Navy system. The validator acts as an independent third party who assesses and validates that the system has implemented the approved security control baseline.
4. Support government program managers in evaluating cybersecurity documentation and deliverables from the prime system integrator in support of acquisition milestones and authorizations to operate.
5. Identify system security threats, assess and mitigate risk and communicate risk management and mitigation strategies.
6. Maintain the strict confidentiality of sensitive information.

Required Education, Experience & Skills:
Bachelor of Science degree in engineering/technical discipline, and 4+ year(s) related or equivalent experience, training and/or certifications relevant to the information posted above
Additional skills/experience required:

• Certification as a Level II AND/OR III Navy Qualified Validator (NQV) as defined by DoD Instruction 8510.01 - Risk Management Framework (RMF) for DoD Information Technology (IT)
• Ability to manage programmatic schedules and drive performance to meet contract deliverables.
• Demonstrated ability to communicate with government customers and the ability to influence within multiple levels of the organization.
• Demonstrated understanding of systems engineering program level planning documentation and change management.
• Demonstrated ability to successfully lead and influence multi-disciplinary teams in complex systems engineering across the product development lifecycle.
• Demonstrated ability to collaborate directly with government customers to create policy, process, and implement appropriate tools for architecting, modeling, and designing a SpE infrastructure to continuously assess, mitigate, and minimize risk to the system's security.
• Demonstrated ability to oversee and implement security risk management processes and mitigation strategies for security policy and requirements.
• Experience with Risk Management Framework (NIST 800-53) and appropriate mitigation strategies.
• Exceptional verbal, written and presentation communication skills.
• Experience in developing content for RMF packages used to gain an Authority To Operate (ATO) for an Information Systems.
• Skills in analysis, critical thinking, and technical problem solving.
• Thorough understanding and implementation of the end-to-end System Engineering lifecycle.

Preferred Education, Experience, & Skills

• Master's degree in technical management, engineering, cybersecurity, or other technical discipline.
• Actively hold a TS/SCI clearance.
• Desired experience in digital engineering and model-based systems engineering principles and tools.
• INCOSE CSEP, ESEP, or equivalent certification.
• CISSP or equivalent Cybersecurity certification

Pay Information
Full-Time Salary Range: $97008 - $164914

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
