CIMMYT is looking for an outstanding, self-motivated, and result-oriented professional for the position of Regional Project Manager for Asia to manage SAS Asia project portfolio, adhering to CIMMYT's project management standards and processes, and in compliance with the project terms and conditions of contracts.

 The location of this position will be CIMMYT’s office either in in Bangladesh (Dhaka) or India (Delhi) or Nepal (Kathmandu).

Specific duties:

  • Promote strong teamwork, collaboration, and mutual respect among colleagues, while fostering a positive and inclusive work environment and proactively addressing operational challenges as they arise.
  • Responsible for the overall management of the SAS Asia project portfolio, adhering to CIMMYT's project management standards and processes, and in compliance with the project terms and conditions of contracts.
  • Assist Project Leads by coordinating planning of project activities, compiling detailed implementation (technical budgets) reports, communications, and procurement plans, and managing, assigning, and monitoring implementation.
  • Anticipate and manage various risks inherent in project activities, including financial, logistic, political, and environmental.
  • Coordinate the development and regular updating of key project documents, including the project charter, work plan, budget, human resource and procurement plans, communication plan, monitoring and evaluation plan, financial and technical reports, sub-grant contracts, and project deliverables.
  • Ensure timely submission of high-quality project documents (e.g., work plan, financial and technical, monitoring, evaluation, and learning reports) to the funders in collaboration with CIMMYT's Donor Relations and Fundraising Support team.
  • Coordinate the management of the project budget, including budget allocation, monitoring, and realignment, and review and approve field office liquidation reports and funds requests monthly as needed.
  • Oversee the management of consultants and sub-agreements, including issuing contracts; liaison; quality control; disbursement of payments; and performance evaluation.
  • Oversee the procurement and management of assets, inventory, and other resources.
  • Support proposal development, including budget development in coordination with the project leaders, program finance manager, program manager, and DFS.
  • Lead SAS Asia portfolio of HR activities, including recruitment, staff onboarding, and annual performance evaluations following CIMMYT procedures and liaising with CIMMYT Headquarters and HR representatives in regional offices.
  • Supervise SAS project and program support staff as needed.
  • Engage and backstop regional CIMMYT Program staff, as needed.
  • Liaise with CIMMYT headquarters as needed and in close coordination with the program manager.
  • Use CIMMYT and CGIAR databases and systems to manage information and project documents, ensuring data is securely stored and appropriately shared.
  • Any other duties as assigned by the program manager.

Requirements
  • Applied master’s degree in fields related to International Development, Development Studies concentrating on Project Management, Management or Business. Other fields of study will be considered if applicable and based on the candidate’s demonstrated experience
  • Project Management Professional (PMP) certification (desired)
  • Minimum of 10 years of relevant work experience, demonstrating progressive management experience, particularly in fields driven by donor-funded projects (agriculture, industry, business, and market development).
  • Strong ability to multi-task and demonstrated experience managing multiple projects and meeting the demands of competing and urgent project timelines.
  • Demonstrated ability of highly effective communication and collaboration skills for internal and external activities with highly diversified people with significantly different skill and language levels.
  • Highly advanced use of Microsoft Office suite of applications, Project Management software.
  • Fluency in English (C1 level).
  • Proven ability to organize and coordinate diverse tasks with strong self-motivation and solutions orientation.
  • Available to travel within Asia
  • Desire and ability to work respectfully and inclusively in a diverse, multicultural, multidisciplinary work environment

Benefits

The position is for an initial fixed-term contract of 12 months, after which further employment is subject to performance and the continued availability of funds. CIMMYT offers an attractive remuneration package, with a range of benefits including health insurance.
