The Opportunity

RETTEW is seeking an experienced Municipal Engineering Project Manager to serve as a trusted engineering advisor to municipal clients while leading infrastructure and community-development projects.

This role goes beyond traditional project management. You'll build long-term relationships with municipalities, advise officials and staff on engineering and infrastructure matters, review development submissions on behalf of municipal clients, and help communities make informed decisions about growth, infrastructure, and capital investments.

You'll have the opportunity to combine engineering judgment, project leadership, and client relationships in a role where your recommendations directly influence the communities we serve.

What You'll Do

As a Municipal Engineering Project Manager, you will:

  • Serve as a primary engineering representative and trusted advisor for assigned municipal clients.
  • Build and maintain strong relationships with municipal officials, staff, authorities, and community stakeholders.
  • Manage municipal engineering and infrastructure projects from planning through completion, with responsibility for scope, schedule, budget, quality, and client expectations.
  • Review subdivision, land development, infrastructure, stormwater, and other engineering submissions prepared by developers and outside consultants for compliance with municipal ordinances, standards, and applicable requirements.
  • Prepare technical review letters, reports, recommendations, and engineering documentation for municipal clients.
  • Advise municipal officials and staff on proposed improvements, development activities, infrastructure needs, and engineering considerations.
  • Attend and present at municipal meetings, planning commissions, zoning hearings, public meetings, and other forums as required.
  • Explain complex engineering issues and recommendations clearly to municipal officials, developers, consultants, and members of the public.
  • Coordinate with developers, contractors, regulatory agencies, outside consultants, and RETTEW's multidisciplinary project teams.
  • Support infrastructure and capital planning, including transportation, stormwater, utilities, and other community improvement initiatives.
  • Identify project risks, regulatory considerations, and potential challenges and help clients develop practical solutions.
  • Identify opportunities to expand RETTEW's support of existing municipal clients by connecting them with additional technical resources and services when appropriate.
What We're Looking ForRequired
  • Bachelor's degree in Civil Engineering or a related engineering or technical discipline.
  • Significant professional experience within the AEC industry, including demonstrated municipal engineering and project-management responsibility.
  • Experience serving municipalities, municipal authorities, or other public-sector clients.
  • Experience managing engineering projects with responsibility for scope, schedule, budget, and client communication.
  • Experience reviewing engineering plans, subdivision or land development submissions, or municipal infrastructure projects.
  • Working knowledge of municipal ordinances, permitting processes, land development practices, and infrastructure planning.
  • Experience communicating technical recommendations to municipal officials, clients, or other public-sector stakeholders.
  • Strong written communication skills with experience preparing technical reports, review letters, recommendations, or similar engineering documentation.
  • Ability and willingness to attend evening municipal meetings, planning commissions, public hearings, and other client meetings as required.
  • Valid driver's license and ability to travel to client, meeting, and project locations as needed.
Preferred
  • Professional Engineer (PE) license in Pennsylvania or eligibility to obtain Pennsylvania licensure.
  • Experience serving as the primary engineering representative or engineer for a municipality or municipal authority.
  • Experience presenting at municipal meetings, planning commissions, zoning hearings, or public forums.
  • Experience reviewing subdivision and land development submissions on behalf of a municipality.
  • Knowledge of Pennsylvania municipal processes, ordinances, and regulatory frameworks.
  • Experience supporting municipal capital improvement or long-range infrastructure planning.
  • Experience developing and maintaining long-term municipal client relationships.

Work Environment

Workplace Designation: Hybrid
Location: Mechanicsburg, PA

This role combines office and remote work with regular client interaction and project-related travel. Attendance at evening municipal meetings, planning commissions, zoning hearings, and public meetings is an expected part of the position.

Safety & Compliance Requirements

This position is designated as safety-sensitive. The selected candidate must successfully complete all required pre-employment screenings, which may include background checks, drug testing, and motor vehicle record review, where applicable.

This role may involve field-based work, site visits, and operation of company vehicles or personal vehicles for business purposes. Ongoing compliance with RETTEW's safety policies, client-specific safety requirements, and all applicable regulatory standards is required.
