The PositionWe are looking for a dynamic MoH and NUPCO Execution & Business Development Manager to drive operational excellence and foster strong engagement with public sector stakeholders, including the Ministry of Health (MoH) and NUPCO. In this crucial role, you will oversee the registration and listing of Roche products within the public healthcare landscape, ensuring smooth workflows, compliance, and seamless collaboration. By acting as a key operational interface between Roche and government entities, you will support business continuity, growth, and customer satisfaction.
The Opportunity: 1. Product Registration & ListingDrive the registration and listing process for Roche Diagnostics products with MoH and NUPCO.
Oversee and coordinate PIPO (Phase In, Phase Out) processes to ensure timely procurement and product availability.
2. Stakeholder Relationship Management
Build and maintain strong, trust-based relationships with key external stakeholders, including MoH, NUPCO, medical stores, and government hospital decision-makers.
Conduct regular follow-ups to ensure smooth workflows and resolve operational bottlenecks.
3. Public Sector Engagement & Tender Support
Collaborate with internal teams to support public sector tender preparation, submission, and execution.
Assist in the monitoring and confirmation of tender awards and allocation outcomes.
Monitor changes in government processes, advising internal teams on potential impacts and mitigation strategies.
4. Shipment & Operations Execution
Ensure seamless coordination across the shipment process, from order placement to final delivery, in alignment with tender terms.
Act as an operational liaison between Roche and public sector entities to enhance satisfaction and efficiency.
5. Business Development & Market Intelligence
Proactively monitor public sector developments to identify potential business opportunities.
Support internal teams by providing accurate market intelligence and activity tracking, enabling informed decision-making.
A minimum of 5 years of experience in public sector execution, logistics, or operational coordination (preferably within healthcare or diagnostics).
Bachelor’s degree in Healthcare, Business Administration, or a related field (additional certifications in supply chain, procurement, or public health are a plus).
Deep understanding of the Saudi healthcare system and workflows, particularly related to MoH and NUPCO.
Organizational and communication expertise in both Arabic and English.
Strong familiarity with public sector tenders and operational execution processes.
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
Results-focused with a customer-centric mindset.
Effective problem-solving and execution skills.
Strong relationship-building and stakeholder management abilities.
