The Role

Background

MSH is the prime contractor to the USAID-funded Supply Chain Strengthening (SCS) Activity. SCS Activity is transitioning the technical activities from GHSC-PSM which is phasing out. With focus on HIV/AIDS, Tuberculosis (TB), Malaria, and Maternal and Child Health (MCH) Program Products, the national level technical assistance at MoH is critical for the overall strengthening of the supply chain system in the country. To this effect, SCS has planned to support PMD LEO and respective programs of the MoH on the supply management of these priority health program products by hiring short-term consultants that can support both the supply chain and program wings. This SOW is developed for the MCH Program Products supply management 3-month consultancy assignment aimed at supporting the demand forecasting, supply planning, procurement and pipeline follow-up, grant management, stock status monitoring and overall coordination of the supply management of MCH program products at national level. The consultancy assignment is targeted at building capacity of the PMD LEO staff working on MCH commodity management and strengthening the coordination between PMD LEO and MCH Program Unit of MOH.

The Consultancy Engagement is contingent upon donor approval.

Objective/overall deliverable

  • To provide technical support to SCS and the Pharmaceutical and Medical Device Lead Executive Office (PMD LEO) of Ministry of Health (MoH) on the supply management of Maternal and Child Health (MCH) program products.
  • To mentor the supply chain staff of PMD LEO of MoH on managing Maternal and Child Health (MCH) Program Products.

Description of services to be provided by the consultant

Under the supervision of the Malaria and MCH Program Manager/Supply Chain Lead, the MCH Program SC Consultant will undertake the following tasks.

  • Work with the PMD/MOH, MoH’s National MCH program, Ethiopian Pharmaceutical Supply Service (EPSS), USAID and other counterparts to monitor MCH commodity supply chain to ensure that the right quantities of MCH commodities are procured and made available at all levels of the supply chain.
  • Support the forecasting and supply planning of MCH program products using QAT by actively engaging assigned PMD LEO staff.
  • Provide advice to the Malaria and MCH Program Manager, Supply Chain Lead and other SCS staff on technical issues related to MCH policies and strategies, interventions, and innovations as applied to product supply management.
  • Provide technical leadership on the supply management of MCH products in support of MCH program implementation.
  • Provide technical assistance on establishing strong working relationship between PMD LEO and MCH Program Unit of MOH on issues related with the availability and management of MCH Program products.
  • Provide technical support in managing grants from all funding sources and follow fund transfer for the procurement of MCH products.
  • Undertake follow-up on timely submission of procurement requests and pipeline monitoring for MCH products through EPSS, PSM and other procurement agents.
  • Work with, provide support and necessary product-related information to the MCH Program Team of USAID Ethiopia Mission in consultation with the Supply Chain Lead.
  • Capacitate the supply chain workforce of PMD on MCH product management, including on use of QAT for forecasting and supply planning, grant management, procurement follow-up, stock status and pipeline monitoring to enable them to work independently.
  • Collaborate with PMD/LEO supply chain Staff, SCS staff, EPSS, and other partners to design and implement supply chain systems strengthening strategies, approaches, and tools to ensure availability of MCH commodities.
  • Actively engage in MCH related coordination platforms at national level, provide update to his/her supervisor and closely follow on implementation of action points.
  • Track and report on USAID-funded procurement pipelines for the monthly stock status analysis and facilitate implementation of recommendations from the stock-out risk mitigation plan for MCH products.
  • Maintain and report MCH product and related information required for regular reporting to USAID as per set timelines.
  • Follow all USAID regulations and MSH policies, and quality management best practices consistently.
  • Exhibit MSH values and build culture of “Living our Values” within the team
  • Carry out related technical activities required by the Activity from time to time.

QUALIFICATIONS

  • Advanced degree in Pharmacy, Public Health, Supply Chain Management, Medicine, or a closely related field; or a commensurate combination of education and professional experience.
  • Minimum of seven (7) years of professional experience, with at least three (3) years of experience in the supply management of MNCH (at least 2 years) and other program products including demand forecasting, supply planning, and stock status and pipeline monitoring at national level.
  • In-depth knowledge of the Ethiopian public health sector.
  • Deep understanding of the operational and programmatic aspects of the MNCH Program and its commodity requirements as well as other knowledge of other health programs in Ethiopia.
  • Comprehensive knowledge of the Ethiopian pharmaceutical supply chain sector and related regulations.
  • Experience working within the public health sector on the supply management of MNCH program products.
  • Practical skill in grant document development and grant management as applied to the procurement of MNCH products.
  • Experience of working on a USG or other donor-funded projects is a plus.
  • Strong organizational abilities and proven capacity to collaborate effectively within a team-oriented environment.
  • Demonstrated flexibility and the ability to prioritize and manage a wide range of tasks and activities.
  • Strong leadership, mentoring, management, planning, analytical and organizational skills.
  • Fluency in written and spoken English is essential.
