The Role

The NASA IT portfolio within Digital Modernization Sector currently has an opening for a Microsoft Collaboration Engineer Manager to lead our M365 Collaboration team that supports our Microsoft 365 and Exchange environments. This is an exciting opportunity to use your experience helping the NASA End-User Services and Technologies (NEST) mission.  In this mission, we serve as an agile, trusted partner to transform, integrate, simplify, modernize, and safeguard NASA IT systems and data.  And, above all else, continuously enhance the end-user experience.

Microsoft Collaboration Engineer Manager will act in a lead role in directing the operations of the NASA NEST M365 and Exchange environments. They will manage a team and act as the technical SME. This includes Exchange on premise infrastructure in hybrid with Exchange Online, Teams, SharePoint, One Drive, Microsoft Defender, M365 security suite, SMTP gateways, Active Directory, Azure, networking to include express routes, DNS, and IP management. The candidate will play a key role in keeping the NASA M365 and Exchange environments operational, reliable, and secure.

Primary Responsibilities Management:

  • Lead a team of employees. Responsible for creating staffing plans to ensure efficient use of resources.
  • Perform management duties to include: provide guidance to team on technical solutions, develop and refine support methodologies, as well as administrative functions.
  • Partners with the NEST Operations Manager and NASA NEST customer representatives to help define the M365 and exchange environment for NASA.
  • Must be able to clearly articulate technical dialog with a variety of audiences to include NEST and NASA management.
  • Must be able to work within a team environment as this position will interact with not only members of NEST but also cross contracts with other service offices.
  • Rallies all key parties (across NASA and NASA contractors) to engage in the resolution of critical issues in a timely manner.
  • Can be relied upon to communicate NEST strategic and tactical directions and status to all levels of NASA and Leidos leadership.
  • Creates and leads teams, as needed, from within NEST and other contracts to enable the delivery of high-quality services across NASA.
  • Leads by example and coaches staff to reach their true potential.
  • Work with security leadership (both contract and civil servant) to enhance security posture of our environment.
  • Introduce new Microsoft 365 features and services across NASA and support customer issues.

Primary Responsibilities Technical

  • Employ ingenuity and creativity to develop new technical solutions and systems to achieve functional objectives.
  • Actively participate in projects and activities to deliver the services defined on the NEST innovation roadmap.
  • Recommends and develops new technical solutions, products, and/or standards in support of functions strategy and operational guidance to help improve the operation of the NASA NEST M365 and exchange and driving cost savings through efficiency.
  • Monitor technology trends and vendor roadmaps to anticipate changes and implement new technologies while minimizing risks. Regularly review the tools and processes used to deliver NEST services and manage NEST systems.
  • Work with NEST engineering to add emerging technologies that can benefit NASA to the NEST innovation roadmap.
  • Provide technical review for changes to endpoints and endpoint management systems that are managed by NEST.
  • Create and maintain system documentation, test plans, work instructions, and knowledge articles.
  • Partner with NEST vendors to monitor product roadmaps and participate in technology reviews.
  • Be a part of technical teams as a SME in execution of large technical projects or processes.
  • Responsible for helping support and administer M365 suite of services as well as on premise Exchange infrastructure to include Exchange Server upgrades, hybrid configuration, virtualization, server builds, migrations, and decommission.
  • Delivering, supporting, and enhancing technologies from Microsoft 365 in Exchange Online, Teams, Exchange Online Protection, Microsoft Defender, SharePoint, One Drive, Azure, DLP, AIP, legal holds, retention policies, and Conditional Access.
  • Delivering and supporting enhanced mail flow and mail flow security, SMTP, Mobile Device Management, SPF, DKIM, DMARC, certificate management.
  • Supporting Active Directory and identity management services, ADFS, SSO SAML Integrations, GPO, and MFA.
  • Supporting Windows Server 2012, 2016, 2019, and 2022.
  • Configure and review reports, including Power BI, Azure Monitor logs, Log Analytics, workspaces, and Microsoft 365 reporting
  • Significant experience with Azure AD to include managing directory and identity synchronization with Azure Active Directory (Azure AD), configuration and management of cloud sync… etc
  • Supporting networking environment to include express route, DNS, IP management, Kerberos authentication and OAuth.
  • Complete tasks related to change implementation, incident resolution, and project delivery.

Basic Qualifications

  • Must be a U.S. citizen to apply
  • Must be able to obtain a Public Trust or currently possess a security clearance to be considered.
  • Demonstrated ability to lead technical teams - both small and large - to design and deliver solutions to address IT service issues.
  • Outstanding communication skills - written and oral. Demonstrated ability to clearly articulate solutions to an audience regardless of organizational level or technical acumen.
  • Outstanding negotiation skills. Ability to work across organizational (both customer and internal) and contractual boundaries to address issues and create solutions to improve the NASA end-user experience.
  • Operational knowledge of Cloud computing and migration strategies to leverage Cloud services
  • Bachelors’ Degree with 6-10 years of relevant experience or Masters’ Degree with 4+ years of relevant experience. Experience in leu of degree will be considered.
  • Strong written and verbal communication skills with the ability to present complex technical subjects in an effective way to audiences with a differing levels technical expertise.
    • Proven experience working in a geographically dispersed government environment.
    • Demonstrated outstanding analytical and technical skills to cut through complex technical issues to reach timely resolutions of complex technical issues.
  • Ability to work efficiently and effectively in a telework environment while maintaining healthy communication with peers, leadership, customers, and project stakeholders.
  • Experience in project management
  • Experience with process improvement methodologies
  • Experience delivering and operating IT solutions in a large complex enterprise
  • Ability to multitask in extremely fast paced environment
    • Experience in delivering technologies such as Windows Server, Exchange Server, Microsoft 365, AD, working with DNS, cloud-based architectures like Azure and/or AWS.
    • Demonstrated ability to lead an ITIL-process based team using an ITSM system. ServiceNow is preferred.
    • ITIL Foundation certification required

Preferred Qualifications

  • Currently possesses a Public Trust or other security clearance
  • Any certifications for process improvement (Lean Six Sigma, Agile…etc)
  • Microsoft 365 Certifications

Pay Range:Pay Range $104,650.00 - $189,175.00
