Job Title: Mentor-Protégé Specialist / Program Manager (PM)

Location: ONSITE at DHA Headquarters (Falls Church, VA) with some TRAVEL as directed by the Government in the DMV area
Employment Type: Full-Time, Contract (Contingent upon contract award)

Position Summary:
This role supports the development of new agreements, monitors performance outcomes, and ensures compliance with DHA policies. The Specialist tracks budgets, produces program reports, and liaises with both DHA leadership and industry partners to advance small business objectives.

Key Responsibilities:
  • Lead Mentor-Protégé program oversight and administration.
  • Draft policy content and coordinate reviews.
  • Manage new agreements, reviews, and performance reporting.
  • Track and report on Mentor-Protégé budget, expenditures, and outcomes.
  • Liaise with DHA, industry partners, and small businesses.

Required Qualifications:
  • Bachelor’s degree in business, management, or related field.
  • Minimum of 3 years of relevant program management experience.
  • Knowledge of small business subcontracting, reporting, and Mentor-Protégé programs.
  • Strong writing, analysis, and stakeholder engagement skills.

Preferred Qualifications:

  • Direct experience managing or supporting DoD Mentor-Protégé Program agreements.
  • Familiarity with SBA regulations, small business subcontracting plans, and eSRS reporting.
  • Prior experience engaging with industry small businesses and prime contractors.
  • Strong background in federal policy development and stakeholder engagement.
