Manager, Total Rewards - Immigration Strategy
The Manager, Global Immigration Strategy is responsible for advancing Mastercard's global immigration strategy, governance framework, and regulatory response efforts. This role partners across HR, Legal, Talent Acquisition, and business leadership to ensure immigration programs support workforce needs while effectively managing compliance obligations and business risk.
As Mastercard's immigration subject matter expert, the role monitors global regulatory developments, assesses business impacts, and drives policy, process, and program enhancements in response to an evolving immigration landscape. Particular emphasis will be placed on navigating the U.S. employment-based immigration environment, while helping shape Mastercard's broader global immigration strategy, governance, and compliance approach across key markets worldwide.
This is a strategic Center of Excellence role focused on policy, governance, regulatory intelligence, and program development.
Key Responsibilities
Strategy, Policy & Governance• Develop and maintain global immigration policies, sponsorship frameworks, governance standards, and decision-making guidelines.• Evaluate immigration-related risks and recommend solutions that balance compliance obligations, workforce needs, and business objectives.• Influence decision-making through strategic insights, recommendations, and governance processes.
Regulatory Intelligence & Risk Management• Monitor immigration, work authorization, and workforce mobility developments across key jurisdictions.• Assess the impact of regulatory, legislative, and policy changes on Mastercard's workforce, talent strategy, and operations.• Translate complex regulatory developments into practical guidance and actionable recommendations for stakeholders and leadership.• Lead cross-functional responses to regulatory changes, including updates to policies, processes, systems, and communications.
Program Enhancement & Compliance• Drive continuous improvement initiatives across immigration programs, processes, and technologies.• Partner with Legal, Talent Acquisition, and Global Mobility teams to strengthen compliance and operational effectiveness.• Support audit readiness, risk mitigation efforts, and governance reviews.• Develop reporting and metrics to support program oversight, decision-making, and effectiveness.
Workforce Mobility & Stakeholder Management• Serve as the subject matter expert, advising on immigration and work authorization implications associated with remote work, business travel, talent deployment, and other cross-border employment matters.• Manage strategic relationships with immigration providers and technology partners.• Build strong cross-functional partnerships to advance workforce and business objectives.• Deliver guidance, training, and communications on immigration-related topics.
Required Experience• 7+ years of experience in immigration, global mobility, or a related field.• Experience supporting global immigration programs within a multinational organization.• Strong knowledge of U.S. employment-based immigration, including H-1B sponsorship, PERM labor certification, and prevailing wage requirements.• Working knowledge of global immigration frameworks and work authorization requirements across multiple jurisdictions.• Experience assessing regulatory and policy developments and translating complex requirements into practical business recommendations.• Experience developing policies, governance frameworks, or process improvements.• Experience leading cross-functional projects involving multiple stakeholders.• Experience managing external immigration providers and strategic partnerships.• Experience implementing immigration technology or process improvement initiatives.• Experience supporting immigration compliance audits, government inquiries, or regulatory remediation initiatives.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more. Mastercard benefits for interns generally include: 56 hours of Paid Sick and Safe Time; jury duty leave; and on-site fitness facilities in some locations.
Pay Ranges
O'Fallon, Missouri: $112,000 - $179,000 USD
