Job Description

The Manager of Technical Services coordinates the planning for and maintenance of the organization’s network and technology systems. Assists Technology Management in providing company-wide direction in areas of policy and planning for management information systems, technology and related functions. Serves as a consultant and advisor to all departments in order to assure collaborative efforts are made towards the common goals of the management information systems. The Manager of Technical Services is responsible for overall integrity of networks, computer systems and communication devices with respect to the organization’s computer needs. Interpersonal skills are required to deal with the personnel situations arising with Technology staff. The ability to motivate and mentor personnel, both in-house and contractors, calls for a high degree of human relations skills. Management skills are required to successfully perform the planning, directing, reporting, and administrative responsibilities of
this position. Preferred experience managing technical services at a transit agency.

Essential Job Functions:

  • Establishes work standards and milestones to evaluate department performance; takes appropriate actions to correct performance and to adjust schedules to meet requirements.
  • Oversees the administration and maintenance of the company’s infrastructure which includes the planning and implementation of additions, deletions and major modifications.
  • Assigns, reviews and evaluates technology work; counsels employees and resolves disciplinary matters; recommends selections, termination, and promotion of employees.
  • Develops plans and schedules to meet unexpected situations and new requirements.
  • Reviews and evaluates data and information to determine need to change programs and activities; writes reports documenting findings, conclusions and recommendations.
  • Ensures compliance with all applicable policies, rules, regulations and laws.
  • Builds and maintains vendor relationships and recommends the purchase of hardware and software products.
  • Responds to escalated help desk issues.
  • Oversees troubleshooting, systems backups, archiving, network infrastructure, and disaster recovery and provides expert support when necessary.
  • Challenges team members to develop as leaders while serving as a role.
  • Serve as project manager for internal organizational units and outside consulting that is related to computer hardware/software and network communication use.
  •  Enforces security and control of existing infrastructure applications/processes and company practices as relates to technology.
  •  Recommends and implements automated processes/application software/hardware to meet departmental requirements.
  •  Supervises System and Network Administrators, Information Services Technician (Desktop Support) and Telecommunications Staff.
  •  Evaluates all communication equipment and technology needs.
  •  Performs other duties as assigned.

Qualifications

Required Knowledge, Abilities and Skills essential to Job Functions:

  •  In depth knowledge of Windows Server operating systems, server hardware, PC hardware/software configuration, networking strategies and analysis tools essential.
  • Ability to communicate effectively, both oral and written.
  • Ability to identify problems and implement solutions with minimal downtime.
  • Critical Thinking – Using logic and analysis to identify the strengths and weakness of different approaches.

Required Experience:

  • Minimum of five (5) years progressive experience in information technology and data center management, telecommunications, network design and implementation in a Windows environment.
  • Experience with various networking protocols and devices and their use.
  • Proven experience in managing IT staff.

Required Software Knowledge and Skills essential to Job Functions:

  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  •  Basic problem solving skills associated with software applications used is expected.
  •  Software usage relevant to job duties will be evaluated.

Software applications:

  •  Familiarity with COTS software and MS Office Suite essential.

Training and/or Education:

  • BS in Computer Science/Engineering, Management Information Systems, Information Systems or Related Field

Licenses or Certificates:

  • CCNA and MCSE preferred
