The Manager, Technical Product Management is a product leader within the Optum AI organization, accountable for leading product capabilities within a product portfolio by translating customer and business needs into actionable product solutions. Operating at the intersection of business, engineering, and delivery, this role drives feature prioritization, roadmap execution, stakeholder engagement, and cross-functional collaboration while balancing customer experience, business outcomes, and technical feasibility.
The role leverages customer insights and product performance metrics to enhance product value and adoption. It applies solid product-management discipline, business acumen, and technical aptitude to deliver measurable product outcomes, and serves as a trusted partner to engineering, business, and delivery teams. This position leads capability-level outcomes and may mentor junior product team members, with impact most often felt at the product or capability level.
Primary Responsibilities:
  • Product Planning & Feature Delivery
    • Drive feature and capability planning aligned to product strategy, roadmap, and OKRs
    • Partner with engineering teams to define requirements, user stories, and product backlog priorities
    • Translate customer insights into actionable product enhancements and solutions
    • Manage prioritization and trade-offs across customer experience, business requirements, operational needs, and technical limitations
  • Cross-Functional Collaboration & Delivery
    • Collaborate with business, technology, and delivery stakeholders to ensure successful product delivery
    • Support Agile product delivery processes using tools such as JIRA, Aha!, Rally, GitHub, and
      DevOps practices
    • Lead cross-functional meetings and positively influence capability outcomes
    • Partner with design and engineering to shape the user experience and drive product adoption through customer-focused product management practices
  • Customer & Stakeholder Focus
    • Build strong customer and stakeholder relationships, serving as a front-facing product representative
    • Champion customer-centric product development, driving adoption and value realization at the capability level
  • Performance & Operational Management
    • Monitor feature-level budgets, roadmap execution, and product performance metrics
    • Use data and performance insights to inform prioritization and continuous product improvement
  • Team & Talent
    • Mentor junior product team members and contribute to hiring and talent-development activities
    • Contribute to the adoption of product-management best practices within the team

Required Qualifications:
  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related field
  • 10+ years with latest (most recent) 5+ years in product management, including capability or feature-level leadership
  • Experience may include software engineering or programmer roles in early years of career
  • Experience in product management, Agile methodologies, and software development lifecycles
  • Experience with Agile tools such as JIRA, Aha!, Rally, GitHub, and DevOps practices
  • Solid understanding of product roadmaps, backlog management, feature prioritization, and customer-centric product development
  • Knowledge of end-to-end solution architecture, data flows, and integration concepts
  • Proven solid analytical, problem-solving, and stakeholder-management skills
  • Proven growth mindset with the ability to thrive in dynamic and ambiguous environments
  • Proven ability to communicate effectively with business and technical stakeholders

Preferred Qualifications:
  • Experience delivering AI/ML, Generative AI, or data-driven products within a product portfolio
  • Experience with cloud-native delivery on Azure / Optum Cloud, including data pipelines and platform integration
  • Experience supporting AI products from POC through delivery and adoption
  • Experience in Vibe coding desirable using tools such as Claude Code, Codex
  • Knowledge of Python, React, NodeJS, LLM, and user-experience tools such as Figma, Sketch, etc.
  • Domain knowledge of U.S. healthcare, payer/provider, or life-sciences ecosystems
  • Familiarity with Responsible AI, model governance, and AI Governance / privacy / legal review processes
