Essential Functions:
Responsible for leading a Subcontracts Team, which includes approximately one to three Subcontracts Specialists, who will be responsible for providing and coordinating complex subcontract matters with emphasis on legal, compliance, and subcontract integration for the Subcontract Management Teams (SMTs). The Manager will be responsible for, and act as the main focal point to the Program for all Major Subcontract related activity within their portfolio, escalating issues to Supplier Senior Level management as needed, brief internal executive management and the Customer on the status/issues as it relates to supplier data rights assertions, specially negotiated license rights, commercial item determination, and supporting high visibility terms and conditions or master agreement negotiations.
The manager will further be responsible for managing the personnel on their team – coaching, growing, guiding, and enriching their careers as they manage their subcontracts.
Responsibilities include but are not limited to:
- Supports Subcontracts Specialists through all phases of the Subcontract including requests for proposal, contracting strategy, contract negotiation, contract administration and contract closeout to ensure contract acquisition and fulfillment is in accordance with company policies, legal requirements, and Customer specifications.
- Acts as the Subject Matter Expert (SME) and the main focal point for Subcontract activities relating to negotiating, interpreting and implementing contract terms and requirements, including the compliant contractual implementation of data rights.
- Advises management of contractual rights and obligations.
- Performs independent research and analysis of complex and strategically important risks related to suppliers.
- Coordinates with cross-functional teams on complex issues and risks to develop and present appropriate mitigation plans to Supplier Management Teams and Leadership.
- Coordinates with Contracts team on proposed new or revised contract terms or requirements; facilitates flow-down to Subcontracts Specialists by identifying and communicating any potential impacts or implications for consideration.
- Identifies and closes knowledge gaps across all Subcontract Specialist levels by creating and presenting trainings on areas such as Government Purpose data rights, Specifically Negotiated License Rights (SNLR), Commercial Item Determination (CID), and Earned Value Management System (EVMS) compliance.

Basic Qualifications:
- Bachelor’s Degree with 4-years, or a Master’s Degree with 2-years or High School Diploma/Equivalency with 8-years’ combined experience; combined experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management or Business Management
- Knowledge of FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement), government contracting clauses, data rights negotiations, and commercial item determination
- Experience in Contracts or Subcontracts in the Aerospace and Defense industry
- Experience leading a team, process and/or projects
- Experience with SAP or related purchasing software, Excel, PowerPoint, MS Project.
- Experience in conducting oral presentations to executive leadership.
- Your ability to transfer and maintain the final adjudicated government Secret clearance (must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company.
Preferred Qualifications:
- A Juris Doctor or Master’s Degree specializing in Government Contracting
- Subject matter expertise with FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement), government contracting clauses, data rights negotiations, and commercial item determination
- Significant experience conducting oral presentations to senior leadership
- Working knowledge of Earned Value Management System (EVMS)
- Previous CAM Experience or Training
- Internal Northrop Grumman Subcontracts experience that includes close coordination with cross-functional teams including, but not limited to, Legal and Contracts.
- Special Program Access
- Risk mitigation experience
- Negotiating skills with contracts or contract changes in excess of $100 million
- Change Management experience
