  Position Summary

Antora is hiring a state policy lead to shape the state energy, decarbonization, and industrial policy landscape our projects depend on, and to build the relationships that help those projects get built. You'll work on two fronts. First, the policies that create demand for clean industrial heat and power: long duration storage procurement, energy policy, large load additions, industrial decarbonization programs, clean fuel standards, and related state initiatives. These programs are closely aligned with what Antora does, and your work will help them evolve in ways that recognize emerging technologies like ours. Second, the policy environment in the states where we develop projects, where siting, permitting, interconnection, incentives, and tax treatment shape whether a project can move forward. This is a highly external role: you'll represent Antora with state policymakers, regulators, and partners, and you'll work across several states at once.


Roles & Responsibilities
  • Identify, prioritize and pursue additional state electrification, industrial and decarbonization policies across a shifting set of states; shape policy in design where possible and amend it where it already exists.
  • Lead engagement with state energy, storage, large load industrial and decarbonization policies to secure recognition of Antora's technology and approach.
  • Develop and execute state political strategy in project siting states: relationships with governors' offices, legislators and local officials; local coalitions; and legislative engagement.
  • Pursue state and local incentives for projects, and lead SALT strategy to secure fair and favorable tax treatment.
  • Support the project development team on permitting and ensuring reasonable siting rules and fair tax treatment.
  • Select, direct and manage outside lobbyists and consultants; own the travel and engagement plan across priority states.
  • Track and support effective state policy on large load additions.
  • Coordinate with grid/wholesale market policy and federal policy colleagues on overlapping issues, and support additional US supply chain policy work.
  • Translate Antora's technology and project economics for regulators, legislators and coalition partners.
 Key Qualifications
  • 5–10+ years of experience in state energy policy, government affairs or regulatory advocacy.
  • Multi-state or regional scope. Experience working across several states, prioritizing among them, managing travel and directing lobbyists. Candidates whose experience is confined to a single state are unlikely to be a fit.
  • Demonstrated ownership of a complex state policy outcome: multiple stakeholders with diverging interests, a novel issue, or heavy technical content.
  • Strong external presence; comfortable being the company's representative with regulators, legislators and coalitions.
  • Experience working with and managing outside lobbyists in multiple states.
  • Mission fit with Antora's work.
 Additional Qualifications Desired
  • Direct experience with clean fuel standards / low carbon fuel standards, renewable energy accounting or RECs.
  • Familiarity with electricity-side issues: interconnection, storage, large load additions, and state tax and permitting treatment of batteries and industrial equipment.
  • Experience and credibility working across the political spectrum.
  • Working knowledge of federal incentives that interact with state programs.
  • Experience collaborating with commercial and analytical teams on the economics behind a policy ask.
  • People-management experience is not required; this is an effective-advocate profile.

Work Location:  Onsite - San Jose, CA

Salary Range:  $150,000 USD - $220,000 USD

Salary Basis:  Annual

The actual salary offered will be within the posted range and determined based on several factors including but not limited to a candidate's experiences, credentials and expertise, as they pertain to the position's requirements.
