[What the role is]

NParks is seeking an experienced procurement professional to support its transition to GeBIZ X, the next generation procurement platform for Whole-of-Government (WOG). NParks will review and harmonise existing procurement processes with WOG workflows while maintaining business-as-usual operations. The successful candidate will require knowledge of the Government Instruction Manual (IM) on Procurement and practical procurement governance and policy experience with business process improvement and system implementation capabilities. The role will also support post-implementation activities, ongoing policy upkeep and system enhancements.

[What you will be working on]

Your key responsibilities include the following:

Procurement Governance and Policy

  • Review, interpret and advise on the application of the Government IM on Procurement and relevant WOG procurement policies and requirements
  • Review and develop internal procurement policies, procedures, guidelines and approval frameworks to maintain compliance and appropriate controls.
  • Assess governance implications of proposed GeBIZ X workflows, including approval authorities, segregation of duties, audit trails and procurement risks.
  • Engage relevant policy owners and stakeholders to resolve policy and operations issues and recommend practical, well-governed approaches.

Business Process Review and Transformation

  • Map existing AS-IS procurement and contract management processes, identify inefficiencies and governance gaps, and develop streamlined TO-BE workflows.
  • Work with divisions to evaluate legacy practices and harmonise agency processes with standardised GeBIZ X and WOG requirements.
  • Document process changes, decisions, controls and revised operating procedures.

GeBIZ X Implementation and Business Analysis

  • Gather and document operational and policy requirements; assess functional gaps and translate requirements into clear business specifications.
  • Support data readiness, migration validation and reconciliation, where relevant, and liaise with MOF, GovTech and other stakeholders on system issues and enhancements.

Agency Readiness and Change Management

  • Coordinate stakeholder engagement, user communications, training and organisational readiness activities across NParks.
  • Prepare progress updates, maintain implementation risks and issues, and facilitate timely decisions and escalation.
  • Develop user guidance and knowledge-transfer materials to support adoption of revised processes.

Operational Continuity and Post-Implementation Support

  • Support transition planning and contingency arrangements to minimise disruption to procurement operations.
  • Coordinate post-go-live stabilisation, issue resolution, enhancement requests, regression testing and user support.
  • Continue reviewing procurement governance, policies and system workflows to sustain WOG alignment and identify further improvements.

[What we are looking for]

  • Preferably 5–8 years of relevant experience in public sector procurement, procurement governance or policy development.
  • Strong working knowledge of the Government IM on Procurement.
  • Possess hands-on experience in procurement governance or policy work, such as drafting or reviewing policies and guidelines, interpreting procurement rules, reviewing controls or advising stakeholders on compliance.
  • Ability to conduct business process reviews, gap analysis and AS-IS/TO-BE process mapping, with sound judgement on governance and operational trade-offs.
  • Experience in business analysis or system implementation activities.
  • Strong analytical, writing, problem-solving, stakeholder engagement and project coordination skills.
  • Proactive, resourceful and self-driven individual who takes initiative to identify issues, anticipate challenges and recommend practical solutions without requiring constant supervision.
  • Demonstrates a strong sense of ownership and accountability, with the ability to follow through on assigned tasks and drive issues towards timely resolution.
  • Possess a positive working attitude, strong interpersonal skills and a willingness to support fellow team members to ensure the successful delivery of project and operational objectives.

Successful candidate will be employed on a 2-year contract basis. Only shortlisted candidates will be notified.
