The Industry & CUGE Division (Centre for Urban Greenery and Ecology) of the National Parks Board oversees the industry development and skills training for sectors and industries under the purview of NParks such as landscaping, orchids, ornamental fish and aquatic plants, etc. Our goal is to uplift companies and people in these sectors by enhancing operational productivity, improvement in business operations, raising the level of professionalism of the sectors, and enabling digitalisation and innovation for the industry.[What you will be working on]

One key area of work to achieve our goals is to plan, develop, and manage land and space for businesses in these sectors. Through these functions, we support business continuity, optimise Singapore’s land and space use, and contribute to supply chain resilience.
[What you will be working on]
The candidate’s primary role is to manage NParks' leasehold and tenancy tenders and contracts in the landscape, orchid, ornamental fish and aquatic plant sectors. Specific activities could include:
• Managing the pipeline of agri-land tenders, from preparation, launch, evaluation, award and client management stages.
• Reviewing plans submitted by lessees and tenants to ensure alignment land tender conditions, broad regulatory requirements, and policy parameters.
• Tracking their ability to fulfil contractual obligations and meet renewal criteria.
• Managing client relationships for daily operational matters, e.g. carry out regular engagements with nurseries and farms, including site visits to obtain first-hand direct observations and support them in meeting their contractual obligations.
The candidate would also contribute to policy and planning matters for long-term land use needs for the landscape, orchid, ornamental fish and aquatic plant sectors. This will require working with internal teams and external agencies, to plan and develop a steady supply of land, indoor space, buildings and infrastructure for the above-mentioned sectors.
Additional roles may include:
• Maintain the database of all NParks' lessees and tenants in the landscape, orchid, ornamental fish and aquatic plant farm plots. Beyond tracking current terms and upcoming renewal cycles, to also include tracking their progress in meeting construction and regulatory milestones, as well as productivity targets.
• Explore, evaluate and test GovTech’s suite of productivity tools to determine their suitability and effectiveness in managing lessees' and tenants' administrative matters, including tracking of contract renewal requirements and TOP/CSC progress, as well as supporting basic data analysis of trends of interest.
[What we are looking for]
Education: Area of studies in real estate, estate management, urban planning, business administration, building or construction management, or a related field
Experience: At least 2 years of relevant working experience related to the role description. Experience working with government agencies, land planning, land contracts or tenancy management, or in the landscape, horticulture, aquaculture or agri-food sectors would be an advantage.
Skills and Competencies: An analytical mindset with an interest in policy and planning work. Strong organisational and project management skills, with the ability to manage multiple contracts and deadlines concurrently. Good written and verbal communication skills in English, with the ability to engage effectively with both internal teams and external stakeholders.
As many of the stakeholders in the landscape, orchid, ornamental fish and aquatic plant sectors commonly communicate in Mandarin, proficiency in Mandarin would be a distinct advantage. Familiarity with database or IT systems management is advantageous.
