Summary

Manage, coordinate, administer, plan, and is accountable for the operation, maintenance, and expansion of the Ovation® process control system, the Supervisory and Control and Data Acquisition (SCADA), and related GLWA process control systems that provide the structure including both hardware, and software, for the distribution and flow of water and sewage. Supervise employees, develop, and manage budget, manage SCADA network and Telemetry installation, ensure backup of systems data and programs. Manage SCADA and electrical projects and system security.

Job Responsibilities

  • Supervise employees; develop department budget; manage SCADA network installation and Telemetry installation; insure the backup of all SCADA systems data and programs; manage projects for SCADA and electrical projects; manage SCADA system security review technical drawings and submittals. Other duties include attending organization strategic planning meetings and workshops.  
  • Manage Instrument Technicians, SCADA Technicians, and Infrastructure Administrators by answering e-mails and phones; approving timesheet information; inspecting work performance; assigning work orders; providing tools and equipment to employees; evaluating performance; and resolving issues.  
  • Plan and manage budget by inspecting systems; maintaining five year capital improvement budget; reviewing previous year budget expenses; submitting budget forms; obtaining quotes; inputting requisitions and invoices in the Financial Information System; and overseeing projects and tasks.  
  • Develop and manage projects by creating scopes of work; reviewing engineering designs and contractor submittals; leading pre-bid meetings; inputting requisitions into systems; and attending project meetings.  
  • Manage the troubleshooting of programs and networks by operation computer applications and software; leading employees to repair bad equipment; manage the utilization of various types of meters and analyzers; and responding to emergency situations.  

Required Education and Experience

  • Bachelor's degree in related operational field 

  • Five years of management experience in SCADA or related field is required.  

  • Electrical, Electronics, Industrial Control System, or related field Certifications (preferred) 

  • Knowledge of Ovation DCS System, Rockwell PLC platform, 900 Mhz Radio system, and Cyber Security (preferred)

Environmental Working Requirements:

May work in an office, plant, or field environment. This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather.

What We Do

The Great Lakes Water Authority (GLWA) is a regional water and sewer authority that services nearly 40 percent of the water customers in Michigan

On June 12, 2015, history was made as the Great Lakes Water Authority and the City of Detroit entered into 40-year leases providing for GLWA’s operation of the regional water and sewer system. On January 1, 2016, GLWA began regional operations. GLWA is an important example of regional collaboration in southeast Michigan, with the City of Detroit, the counties of Wayne, Oakland, and Macomb, and the State of Michigan officially uniting to ensure that both city and suburban water and sewer customers have a powerful voice in the management and direction of one of largest water and wastewater utilities in the United States.

With the stand-up of the new authority, GLWA assumed operational, infrastructure improvements, environmental compliance and budget-setting responsibilities for the regional water and sewage treatment plants, major water transmission mains and sewage interceptors, and related facilities. These facilities are leased from the City of Detroit for an allocation of $50 million per year to fund capital improvements for the City of Detroit retail system and/or Detroit’s share of capital improvements to the regional system.

Currently GLWA provides wholesale water and waste water services to 126 municipalities in seven Southeastern Michigan counties, which is equivalent to approximately 3.9 million customers.

In keeping with the spirit of collaboration from which GLWA was created, the authority is governed by a Board of Directors that includes one representative each from Oakland, Macomb and Wayne counties as well as two representatives from the City of Detroit, and one appointed by the Governor of the State of Michigan to represent customer communities outside the tri-county area
