Manager, Quality

1. LEADERSHIP

2. QUALITY MANAGEMENT SYSTEM
 Develop and establish a documented Quality Management System, ensuring that it
continues to comply with Regulatory, Type Certificate Holder and Company
requirements, including:
o identifying and defining key processes;
o creating and maintaining a quality management system manual;
o establishing and communicating a quality policy;
o and establishing quantitative quality objectives.
 Ensure that all aspects of the Quality Management Systems standards related to policies
and procedures detailed in the Company Exposition, Operational Procedures, Work
Instructions and Process Control Procedures, manuals are adhered to by carry out an
ongoing review of the adequacy and effectiveness of Quality System procedures.
 Coordinate all aspects of the Company Exposition / Quality Manual and the negotiation
with the applicable Regulatory of any changes required to the documents, or to the 
Terms of Approval granted by the Authority to the company.
 Assist with the registration of approval certificates with the relevant Civil Aviation
Regulatory bodies.
 Holding periodic management review meetings to ensure the on-going appropriateness
of the Quality Management System.
 Managing Resources, including:
o granting authorisation to individuals (class 3 and class 4 inspectors) to certify the
Certificate of Release to Service and special authorisation to issue Certificate of
Maintenance Review and renewal recommendations for Certificates of
Airworthiness;
o review and approve all active service providers (Supplier, Contracted
organisations and Sub-contracted organisations) including Review the Quality
Systems of new subcontractors who impact the operation and oversee audits of
their quality assurance systems;
o monitor all contracted maintenance for compliance with contract conditions
relevant to airworthiness and those contracted organisations have the relevant
Part 145 Approvals and facilities;
o and oversee the processes for Inspection, Testing and Measuring Equipment
requiring calibration.
 Measurement, analysis, and improvement, including:
o planned monitoring and measurement activities and processes;
o monitoring customer satisfaction;
o conducting internal audits of the quality management system;
o monitoring and measuring product and processes;
o controlling of nonconforming products including establish procedures for dealing
with non-conformities, monitoring non conformity reports and taking
corrective/preventive action in response to audit findings;
o analysing of data;
o continual improvement;
o utilise problem-solving techniques to continuously improve business processes;
o and analyse root causes of problems and implement effective corrective and
preventative actions.
 Maintain and keep current all Quality Audit and inspection records for review at any time
by the competent authority and other external bodies as appropriate.
 Liaise with all Regulator and all company Departments as may be appropriate on
matters related to, the Quality System.
 Notify the Accountable Manager and senior management when Quality Management
Review meetings are scheduled and present internal audit reports.
 Maintain all current NAA AMO approvals requiring certificate renewals and apply for
additional/new NAA AMO approvals, as required by Vector Aerospace Africa (Pty) Ltd.
(trading as StandardAero) AOP.
 Coordinate reports of un airworthy conditions per Part 145
 Assist with defining the syllabus of training, in conjunction with the Maintenance
(Production) Manager and Human Resources, to ensure that all staff who carry out
Quality Inspections and Quality audits are adequately trained.
 Ensure the organisation holds all appropriate technical publications, specifications and
drawings etc. and that they are amended as required
 Analyse all relevant data and circulate it within the company for information, with
recommendations for improvement in quality standards as required.
 Have overall responsibility for the control of quality records.
 Have the final authority in the authorisation and acceptance of release to service of any
aircraft or component part thereof,
 Set-up, manage, control and ensure the cost-effective utilisation of the Quality
operational budget.
3. SAFETY AND RISK MANAGEMENT
 Support the Safety Management System (SMS) by proactively identifying and mitigating
risks.
 Ensure incident and accident investigations are supported from a QA perspective.
 Participate in safety committees or review boards.
4. CONTINUOUS IMPROVEMENT
As site Continuous Improvement Administrator work together with the Accountable Manager
to drive implementation of improving quality, productivity, and cost using continuous
improvement tools and techniques by interacting with all levels of the organization in a
project focused approach to link initiatives with business-critical objectives using Key
Performance Indicators (“KPIs”).
Position Accountabilities
 Review existing facilities, equipment, policies, and procedures for potential productivity
improvements.
 Use standard Industrial Engineering tools and best practices such as lean
manufacturing, 5S, plant layouts, value stream mapping, time studies, statistical data
analysis, JIT, Kaizen events, etc. to analyze existing process and suggest
improvements.
 Implement “Best Practices” to support problem identification or savings estimates and
measuring improvement success.
 Prepare for and lead team meetings to utilize the team approach to solving problems.
 Coordinate all activities on implementing approved changes.
 Provide project management on larger projects.
 Prepare documentation including work instructions, business manuals, training materials
to support any procedure changes needed to support improvement activities.
 Perform training to educate employees of changes.
 Prepare and deliver continuous improvement training with the CI team leader (PEI) for
staff
 Develop measurements to quantify success of implemented improvements.
 Prepare reports or presentations to document achievements and the status of ongoing
activities for management updates.
 Develop management reporting including KPIs for the purpose of giving visibility to
management to areas of action to improve process.
 Develop schedules and resource plans.
 Prepare accomplishment reports, as and when required.
