Northrop Grumman, Mission Systems (NGMS) is looking for a Proposal Manager to support proposals for the Tactical Fighters’ Growth and Sustainment Operating Unit. The position will be on-site in Baltimore, MD.
What You’ll Get To Do:
The Proposal manager will lead the activities related to completing a high quality, fully compliant proposal from the kick-off to contract award. The proposal manager is required to have working knowledge of the DoD contracting acquisition process, FAR and the NGMS proposal process.
Lead and execute F-35 proposals efforts to ensure an on time delivery of a high quality, FAR compliant and customer responsive proposal
Support Program Manager in identifying proposal team, chairs kick off meeting, and coordinates proposal workflow
Defines and communicates proposal requirements and responsibilities to BOE writers, functional areas, and support organizations
Lead and prepare material, labor, ODC and non-recurring estimates via coordination of proposal inputs from functional organizations/stakeholders
Collaborate with functional proposal team leads to review accuracy of material CBOMs
Work closely with the proposal development team, including Pricing & Estimating, to prepare, review, and finalize proposal inputs
Review and evaluate all proposal outputs by element of cost, identity material changes and ensure accuracy
Support Program Manager in developing executive presentations, identifying proposal risks and opportunities and supporting cycle of executive reviews in accordance with CM C101
Support Customer Fact Finding and negotiations
Support initiatives to improve proposal management process, tools and documentation
Basic Qualifications
A bachelor’s degree and a minimum of 8 years of relevant professional experience supporting U.S. Government, or aerospace/defense programs; OR a master's degree and minimum of 6 years of relevant professional experience supporting U.S. Government, or aerospace/defense programs.
Minimum 2 years of experience serving in a proposal management, proposal coordination, capture support, and/or business development role supporting competitive proposal efforts.
Demonstrated experience preparing and delivering written and verbal presentations to management, customers, or cross-functional stakeholders.
Demonstrated experience analyzing program, proposal, financial, schedule, or business data to support decision-making, planning, or execution.
Demonstrated experience managing multiple competing, priorities, deadlines, and deliverables in a fast-paced environment.
Demonstrated proficiency using Microsoft Office applications, including Excel, Word, PowerPoint, and outlook in a professional work environment.
U.S. Citizenship required.
A current/active U.S. Government Secret clearances is required to be considered.
Preferred Qualifications:
Master of Business Administration (MBA), or a Masters in Business, Finance, Management, or a related field.
Minimum 2 years of experience developing, coordinating, or managing proposals supporting U.S Department of Defense contracts.
Demonstrated experience applying Federal Acquisition Regulation (FAR) requirements during proposal development, contract pursuits, or pricing activities.
Demonstrated experience supporting the full proposal lifecycle, including proposal planning, compliance reviews, content development, pricing coordination, and proposal submission.
Demonstrated experiencing utilizing cost estimating methodologies, pricing strategies, and proposal estimating processes for competitive contract pursuits.

Primary Level Salary Range: $127,100.00 - $190,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
