Northrop Grumman Mission Systems' (NGMS) Advanced RF Systems Department has an immediate opening for a Manager of Programs 2 located onsite in Linthicum, MD. This position will lead Advanced Development programs and will play a critical role in driving program and portfolio execution in the Advanced Systems & Technology Organizational Unit.  The selected candidate will be responsible for proposing and leading the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. They individual will also lead a cross-functional organization aligned to common program performance goals.  

The successful candidate will have demonstrated experience working with and leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas.  

What You'll Get to Do:

Primary Roles and Responsibilities Include:

  • Provides full-time, on-site, dedicated support to the Program team.

  • Serves as point of contact for all technical, non-technical requirements.

  • Ability to work directly with the customer and provide status per the contract’s requirements.

  • Develop and manage proposals as required. Participate in the negotiation of contracts, contract changes, specifications, operating budgets, milestones schedule, and key terms and conditions.

  • Creating, reviewing and finalizing the program’s statement of work (SOW) as required.

  • Conducting and leading thorough risk & opportunity management including identification, mitigation and realization.

  • Leading and directing cross-functional teams to meet program cost, schedule and technical performance objectives.

  • Identifying, allocating and managing program resources, including workforce planning (WLF).

  • Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.

Basic Qualifications:

  • Bachelor’s Degree and 8 years of relevant experience, or a Master’s Degree and 6 years’ of relevant experience supporting U.S. Government contracts and customers. 

  • Demonstrated experience supporting the development, integration, testing, or production of advanced hardware systems, including RF, antenna, communications, or related technologies. 

  • Demonstrated experience leading programs, projects, IPTs, or cost accounts with responsibility for achieving cost, schedule, and technical performance objectives.

  • Demonstrated experience serving as a primary interface with external customers and coordinating cross-functional teams across engineering, operations, manufacturing, supply chain, finance, or related functions. 

  • Demonstrated experience developing and managing budgets, schedules, risk registers, and Estimate at Completion (EAC) forecasts.

  • Demonstrated experience managing program requirements through assignment, tracking, status, reporting, and closure.

  • Demonstrated experience applying security, export control, proprietary information protection, organizational conflict of interest (OCI), and risk management requirements within a government contracting environment. 

  • Demonstrated experience leading teams in a matrixed environment with responsibility for achieving program milestones and deliverables.

  • Demonstrated experience utilizing Earned Value Management System (EVMS) principles as a Cost Account Manager (CAM), Program Manager, IPT Lead, or equivalent role.

  • US citizenship required.

  • A current/active DOD Secret clearance required to be considered with the ability to obtain and maintain a SAP after starting.

Preferred Qualifications: 

  • Demonstrated experience managing multiple concurrent projects, priorities, or program activities while meeting established deadlines.   

  • Demonstrated experience leading development programs through one or more phases of the product lifecycle, including requirements, design, development, integration, test, or production.  leadership experience.

  • Demonstrated experience developing, managing, and executing Integrated Master Plans (IMP), Integrated Master Schedules (IMS), or equivalent program schedules. 

  • Demonstrated experience leading programs, projects, or cross-functional initiatives with limited management oversight.

  • Demonstrate a track record of achieving program performance objectives related to cost, schedule, technical performance, or customer satisfaction

  • Demonstrated experience operating within government, contracting, quality, security, export, control, and regulatory compliance requirements

Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
