Northrop Grumman Defense Systems (NGDS) is seeking a Program Manager 1 to become part of the Test Equipment Solution Program Management team at our Warner Robins, Ga location. This position will be responsible for all phases of the Program from inception through completion.
Program performance includes: P&L, schedule, performance, customer relationships, and forecasting.
What You'll Get to Do:
As a Test Equipment Solution Program Manager, you will be responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The Test Equipment Solution Portfolio comprises Build to print production, repairs, spares, engineering services and DMS activities. This portfolio will contain a mix of intra sector, DoD and direct commercial sale contracts.
Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
Prioritizing cost, schedule and technical performance in alignment with higher level strategic direction
Cultivating customer and internal stakeholder relationships and intimacy to develop further opportunities within the customer community
Developing new business opportunities through long term strategic planning, capture planning, and the development of proposals and business plans
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the Test Equipment Solution contracts.
Participates in the negotiation of contracts and review and approves of contract changes.
Building a collaborative relationship between the program office and functional areas.
Program performance includes: P&L, schedule, performance, customer relationships, and forecasting.
Accountable for programmatic and financial commitments (Awards, Sales, Profit and Cash).
Conducting thorough risk & opportunity management practices including root-cause identification, formal risk-statement drafting (IF, DUE TO, BY, THEN) detailed mitigation planning, driving mitigation-step execution and realization.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Manages, monitors and reports “on time delivery” metrics and trends against program contractual requirements and commitments.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Partner with functional leadership to deploy qualified resources and improve processes, tools and training to meet customer demands. Evaluate and implement program and product best practices.
Managing special projects focused on improving operational effectiveness.
Serve as a subject matter expert amongst our customer community soliciting feedback, deriving requirements, providing input and implementing lessons learned.
Prepares, develops and coordinates the integration plans and integrated schedules to meet all contract objectives.
Basic Qualifications:
High School Diploma/GED and 9 years of related experience supporting Government contracts and/or project management in other industries. Will also consider Bachelor’s Degree in Engineering, Management, Business or other relevant degree and 5 years related experience, or Master’s with 3 years related experience supporting Government contracts and/or project management in other industries.
Business Acumen (Experience in running P&L business).
Experience with Repairs, Spares, DMS resolution, product modification and Build to Print Production.
Demonstrated experience with Estimates at Completion (EAC).
Demonstrated experience with program labor, Material and subcontract forecasting
Earned Value Management System (EVMS) experience.
Experience coordinating among cross-functional teams and managing multi-million-dollar budgets.
Exceptionally Proficient with Microsoft programs, Word, Excel, PowerPoint, Project
Exceptional external customer relationship experience.
Ability to interact effectively with both internal and external customers at all levels including senior executives.
Ability to define proposal strategy, participate in proposal teams, analyze and shape RFPs, produce and deliver winning proposals.
Must be able to obtain and maintain an active US Government Secret clearance.
Must have strong skills with Microsoft programs, Word, Excel, PowerPoint, Project
Must have strong technical skills (Master the product structure of the deliverables the program is responsible for)

Primary Level Salary Range: $114,900.00 - $172,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
