  • Implement PFS-i Compliance & Operational Risk framework with constant reviews and updates on regulatory compliance of the department, preferably with expertise in a discipline through the formulation and implementation of a strategic plan or framework for Compliance and Risk Operation issues within the business unit
  • Drive and facilitate a culture of compliance across all business units within the department, primarily on organization sub-function
  • Develop and provide guidance to all business units in completing self-assessments within the stipulated timeframe
  • Implement a plan for checking and/or perform on-site review on compliance and risk controls of all business units within the department
  • Perform gap assessment on new/revised regulatory guidelines applicable to the department
  • Ensure prompt and accurate regulatory reporting required by the department
  • Ensure immediate reporting and escalation of non-compliance incidences to Management and HLISB Compliance-i, i.e., upon detection via RCSA/CSA/CBR/Independent Reviews (whichever relevant)
  • Coordinate any regulatory information requests during discussion, meetings and audits
  • Propose/recommend initiatives to revise existing internal processes and/or adopt new processes to comply with new regulatory requirements, where appropriate
  • Review of departmental standard operating procedures to provide independent assessment of compliance, operational risks and adequacy of risk mitigations for new variation of products and key processes
  • Build a close working relationship with key stakeholders, e.g., HLISB Compliance-i, Branch Network, Strategy & Planning, Group Risk, Group Compliance, Group Operations & Technology (including Legal), Group Internal Audit, Hong Leong Islamic Bank (Shariah-related matters) and other business and functional units (where relevant) in the implementation and enforcement of policies and guidelines through developed communication skills as well as the ability to negotiate mainly internally and often at higher levels
  • Establish and share best practices, with reference to competitor benchmarks as appropriate
  • Possess in depth business expertise especially on knowledge of how own discipline contributes to the business unit & good understanding of the commercial market or environment
  • Customize and deliver effective compliance training for the department
  • Involvement in any other task related to compliance and/or operational risk as and when assigned

Managerial (team/group responsibilities)

  • Drive department’s compliance & operational risk within regulatory requirements, as well as internal standards and guidelines.
  • Guide, mentor and coach all staff within the department on activities/initiatives to build knowledge and experience in relation to applicable laws, rules, regulations and guidelines
  • Be a point of reference/decision maker when it comes to Compliance and Risk Operation issues within the business unit by exercising analytical thoughts especially on complex matters  

Organizational (organizational responsibilities)

  • Assist in demonstrating to Management that the department’s compliance is adequately managed through a robust first line of defense.
  • Consolidate issues, slides and report preparation on department’s compliance to be shared to Management, as and when required.
  • Allocate/coordinate work within the team/project and/or contributes to technical/professional direction for the issue at hand

Education/Qualification

  • Degree in Accounting/Finance/Banking/Economics/Law
  • Excellent command of spoken and written English

Experience

  • Minimum of 3-5 years’ managerial experience in either banking and financial Institution with responsibility for managing compliance or operational risk.
  • Knowledge of legislative aspects/regulatory requirements of banking and financial institutions and banking products are a key requirement.
  • Demonstrable ability to effectively communicate, both orally and in writing, through all levels of the organization.
  • Good leadership skills, with the ability to see the big picture without losing attention to detail.
  • Possesses analytical and critical thinking. Attentive to details and possess investigative nature.

Special Skills

  • Audit, legal, compliance or risk management experience
  • Consulting experience in leading change is an added advantage

Certification/Licensing Requirements

  • Preferably with Certification in Regulatory Compliance

Skills Required
