Overview

The Offsite Maintenance and Modernization (M&M) Office in Hawaii is hiring a Manager of Operations.


This position is responsible for managing maintenance work on various EB construction efforts between Pearl Harbor and the Hawaii Shop. This is not an entry level position, and requires a more comprehensive understanding of workflow processes in various disciplines including, but not limited to: Trades, Planning, Engineering, Logistics, Tool Crib, QA, Safety, etc.


The role reports directly to the Hawaii Site Manager, and frequently interact with Site Managers from other off-site locations and Director of M&M. They will be assisting the Hawaii Site Manager in managing a department of 60+ personnel, with 4-5 direct reports in multi-functional areas including logistics, operations (electrical, machinists, welders), testing, and others. The successful candidate will establish and maintain strong working relationship with the on-site team to ensure performance in safety, quality, schedule, and cost. 


The successful candidate will work collaboratively with on-site supervision to achieve department goals and apply corrective actions as needed to address deficiencies.  They will be primarily responsible for ensuring the cohesiveness of on-site operations to meet production milestones.  This requires frequent interactions with government shipyard management (ex: WIMs, CTEs, OSICs, etc.) and other customers to understand needs, requirements, and priorities. 


The successful candidate will work closely with the AIT Lead(s) and other service & support personnel to ensure successful strategic planning for current and future workloads.  They may serve as a primary point of contact in coordinating with other off sites as part of these efforts and will frequently be referred to for other related requests.

The Manager of Operations will also be responsible for controlling costs while managing work execution, ensuring progress is accurately reported, and maintaining alignment with program milestones. Some travel may be required to offsite locations to support coordination and oversight of related activities.


In this role, the selected candidate responsibilities include, but are not limited to:


  • Develop leadership and employee capabilities while establishing robust succession plans.

Qualifications

Required:


  • Associate’s Degree or higher
  • 10+ years working in a relatable field, with 5+ years of project management experience in a shipyard construction environment.  Must be familiar with various construction trades & disciplines (ex: electricians, welders, machinists, engineering, planning, etc.) and must understand basic administrative, process, and physical workflow requirements to perform work onboard commissioned submarines.
  • 2+ years of supervisory experience with direct reports
  • Must be willing to travel anywhere within the continental United States (including Guam) for up to a year at a time and must be willing to work overtime & weekends as required to support business and/or project needs.
  • Must be able to obtain SECRET clearance.

Preferred:


  • Project Management Professional (PMP) Certificate or bachelor’s degree in a relatable field
  • Previous experience working with Alteration Installation Teams (AITs) within public shipyards in accordance with NAVSEA 9090-310
  • Proficient in ATA, Lotus Notes, Cornerstone, PQS
  • Knowledge of Earned Value Management System (EVMS)
  • Experience with audit processes and compliance management
  • Military service
  • Strong understanding of manufacturing processes and production milestones
  • Proficient in contract execution, vendor relationships management
  • Experience with Ships Drawings, SSPs, SPs, Technical Manuals, Welding Techniques sheets, MRP, NDT, MDDs, SDDs, DIs and Sis
  • Proven track record of driving results and achieving operational success
  • Competency across multiple trades (e.g., Structural, Electrical, OSM) Ability to provide man-hour, schedules, material estimates
  • Proficiency with blueprints, TGIs, MRP, and EWP.
  • Strong knowledge of delivered ship work processes.
Skills
  • Must have at least basic-to-medium level understanding of the three Special Emphasis Programs (SUBSAFE, DSS-SOC, FBW-SFCC) and Re-Entry Controls (RECs).
  • Must have effective written and verbal communication skills, including technical correspondence.  Must also know how to utilize Microsoft Office programs such as MS Word, Excel, Power Point, Outlook, and able to independently develop charts/graphs/tables/presentations to track progress, monitor trends, and present information to inter-departmental staff and senior level management.
  • Must demonstrate leadership competencies including, but not limited to, emotional intelligence, clear communication, change management & adaptability, strategic thinking & delegation, coaching & mentoring, conflict resolution.
  • Must be highly organized with the ability to multitask within a constantly changing environment.  Must also have strong coordination skills across multiple disciplines and functional areas, with a strong ability to identify, communicate, and balance priorities.
