The Manager, Interregional Market Operations will work directly with the Director, Energy Market Ops and will serve as the lead of the company for all market activities associated with interregional market coordination. The manager will be responsible for market activities associated with neighboring areas including Market-to-Market (M2M) daily congestion management, Congestion Management Process (CMP), Joint and Common Market (JCM), Interchange Distribution Calculator Working Group (IDCWG), North America Energy Standards Board (NAESB), and project support. In addition, the group provides direct support to the Real Time Operations, Forward Market Operations, Capacity Market Operations, Market Simulation, and Market Settlements departments. The Manager will also be responsible for developing and implementing various required procedures as well as assist in the direction of the company's activities in management information systems that support the market (specifically M2M, in addition to other, ad hoc simulations as required).
The Manager of Interregional Market Operations will assist the Director, Energy Market Ops in accomplishing the following goals:
• Maintain the safety, adequacy, reliability, and security, of the power system.
• Create and operate a robust, competitive, and non-discriminatory electric power market.
• Ensure that no member or group of members has an undue influence over the Interconnection.
• Maintain the confidence of government entities and participants through demonstrated excellence in performance.
• Deliver exceptional services with integrity, efficiency, and technical innovation through demonstration.
• Be a problem solver that proactively addresses customer needs and reliability requirements with innovative, creative, and cost-effective solutions.
Essential Functions:
In support of PJM’s Mission, the Manager will develop, communicate and implement effective administrative strategies that support short, mid- and long-term growth objectives that affect the continual operation of PJM’s market.
This manager will keep pace with the demands of a rapidly growing business, anticipate problems and synthesize appropriate solutions, and provide the administrative leadership necessary to effectively implement these initiatives.
Provides leadership to staff in the completion of complex engineering assignments that support present and future needs of Interregional Market Operations.
Provides the resources to ensure a well-trained staff to support the key roles and responsibilities of Interregional Market Operations.
Proactively works with other members of the PJM Management team to ensure that employees with a need to know are operating the market with detailed knowledge of engineering principles, PJM accepted practices, in a manner that is consistent with the government regulations.
Manages the operation of PJM’s day-to-day operations associated with M2M and ensures the accuracy and effectiveness of the calculations. Also manages day-to-day activities required to complete detailed, technical analyses and studies required to support operation of the PJM markets.
Instructs, leads, assigns work, or provides technical assistance/training to subordinates and technical/professional personnel as required.
Supports the activities of PJM or industry committees or task forces involving issues related to the market. Support may involve serving as representative, liaison, chair, or coordinating the preparation of studies, analysis, or recommendations when and as required.
Prepares reports and presentations as necessary to support activities associated with the Market Services Division.
Provides direction to the staff to ensure that they are capable of performing the technical analysis to support the various PJM Markets including, M2M, Real-time LMP-based energy Market, FTR Auction, Capacity Market, Day-ahead Energy Market and Ancillary Services Markets.
Assist project teams in the design and implementation of new market products.Recognized as a multi-disciplined technical leader in PJM and in other professional organizations.An in-depth understanding of the PJM Agreements and TariffsPlan, execute, and complete complex analyses on schedule and within budgetBenchmark and measure the ongoing effectiveness of relevant processes and systems.Create the department vision, strategy, goals and objectives and communicates same to departmental staff
Characteristic & Qualifications:
Required:
  • Bachelor's degree in Engineering, Electrical Engineering or equivalent work experience
  • At least 5 years of work experience
  • 2+ years of leadership experience in a managerial/supervisory role.
  • At least 10 years of experience consulting/management/leadership experience, which should include an in-depth knowledge of skills required to perform the essential duties.

Preferred:
  • MBA, Business Administration
  • 5-10 years of leadership experience in a managerial/supervisory role.
  • Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation
  • Experience with PJM operations, markets, and planning functions
