Northrop Grumman’s Chief Information and Digital Office (CIDO) is seeking an Information Technology Manager (M3) to lead the CIDO Engineering Digital Solutions organization in support of Mission Systems Engineering & Sciences (E&S). This leader will report to the CIDO Engineering & Operations Director and serve as the primary CIDO interface to Mission Systems E&S for engineering tools, the product development digital thread, the engineering data ecosystem, and AI/agentic enabled solutions.
This role will be located in Linthicum, MD and requires full-time, on-site presence at our Linthicum, MD campus. This is a transformational digital leadership role ideal for a leader who can act with speed, build strong partnerships, and turn strategy into execution and measurable outcomes.
What You’ll Get To Do:
In this position, you will serve as the CIDO Engineering Digital Solutions leader, responsible for a team of ~60 professionals across four key domains:
1. Engineering Applications & Infrastructure
Administration, consolidation, and optimization of engineering applications and licenses.
Engineering visualization and dashboarding.
High-Performance Computing (HPC) systems administration.
Technical support for standardized engineering tools across unclassified, classified, and off-network environments.
2. Electrical Engineering Tools
Administration and optimization of commercial off-the-shelf (COTS) electrical engineering design tools and environments.
3. Mechanical Engineering Tools
Administration and optimization of COTS mechanical engineering design tools and environments.
4. Systems & Software Engineering Tools
Administration and optimization of systems and software engineering tools, including compilers, code analysis, requirements management, and related environments.
You will partner closely with Mission Systems E&S leadership (Managers, Directors, and select VPs), as well as CIDO service line leaders, to define the digital vision, set priorities, and co-own key engineering outcomes. You will shape multi-year roadmaps, manage investments, and deliver digital and AI/agentic enabled capabilities that:
Reduce design cycle time (speed with quality is the #1 goal).
Improve On Time Release (OTR) and Work In Progress (WIP) health.
Reduce Scrap, Rework, and Repair (SRR).
Improve First Time Through Test Yield (FTTTY).
Support On Time Delivery (OTD).
You will strengthen the digital ecosystem and infrastructure (tools, data storage, compute, converged networks) to ensure the necessary software, hardware, and data capabilities are in place to support current programs and future growth.
Key Responsibilities:
Lead organization design and talent strategy for the team
Assess current staff and organizational structure; design and execute a reorganization as needed to better align with E&S and business needs.
Establish clear accountability, role clarity, and growth paths across the engineering digital solutions organization.
Co-own key engineering outcomes with E&S leadership
Ensure that digital, data, and AI initiatives are tightly linked, quantitatively and qualitatively, to performance measures such as OTR, WIP health, SRR reduction, OTD, and FTTTY.
Demonstrate how CIDO digital solutions directly enable E&S business outcomes, including measurable adoption and realized value of standardized capabilities.
Lead the sector’s product development digital thread implementation
Lead implementation of CIDO capabilities for Mission Systems’ product development digital thread, with a primary focus on Engineering capabilities that integrate with pillar systems of record (e.g., PLM, ERP, MES).
Ensure that workflows and data flows are standardized, scalable, and aligned to enterprise guidelines.
Architect and manage the sector’s engineering data integration architecture
Architect and manage the sector’s data integration strategy across Engineering disciplines, developing standardized, reusable data products that enable data-driven decision making and actionable insights.
Ensure that engineering data products align with the VAULTIS framework (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, Secure).
Define and drive adoption of standard digital capabilities across Engineering
Lead the sector’s definition and adoption of standard digital capabilities across Engineering disciplines, including mission modeling and simulation, systems engineering, hardware engineering, and software engineering.
Collaborate with sector and site Engineering leadership to maximize adoption of these capabilities and track usage and business value using standardized metrics.
Provide thought leadership and strategic planning for the digital ecosystem
Lead strategy for engineering design tools (EDT), execution systems, data platforms, converged networks, and AI/analytics across Mission Systems, including digital twin and digital thread capabilities, within enterprise guidelines.
Align CIDO capabilities with E&S goals and represent CIDO to stakeholders
Act as the primary CIDO representative to E&S stakeholders, clearly articulating CIDO capabilities, value propositions, tradeoffs, risks, and impacts.
Build credibility from the individual engineer level to senior E&S leadership and external partners.
Own and execute the engineering tools and data ecosystem roadmap
Develop and maintain multi-year roadmaps for electrical, mechanical, and systems/software engineering tools, HPC, and related infrastructure, as well as core data and integration capabilities.
Ensure consistent, standardized toolsets and environments that accelerate design, improve quality, and enable the digital thread.
Lead AI and agentic capabilities across the engineering lifecycle
Lead the sector strategy and implementation for AI and agentic capabilities across the engineering lifecycle, including required infrastructure and tools for AI model development, deployment.
Partner with E&S and CIDO SMEs to identify, prioritize, and deliver AI/ML use cases (e.g., defect analysis, QN correlation, RCCA support, predictive analytics) and translate them into a prioritized execution roadmap.
Manage engineering tool vendors and optimize license portfolios
Manage engineering tool vendor relationships to ensure Mission Systems incorporates relevant tool roadmaps and capabilities into its digital transformation and AI strategy.
Optimize the sector’s portfolio of engineering tool licenses to maximize affordability, reuse, and standardization, partnering with Business Management to manage all aspects of software licensing financials.
Collaborate across CIDO service lines, E&S, and matrixed teams
Coordinate with infrastructure, network, data, cybersecurity, and other service lines to ensure cohesive, future-focused solutions.
Manage dependencies and resource allocation to meet key mission priorities.
Improve speed, cost-effectiveness, and accountability of CIDO for E&S
Increase the perceived and actual responsiveness of CIDO to E&S, including cycle time and quality of digital solution delivery.
Drive a culture of outcome ownership, transparency, and continuous improvement.
Advance the digital ecosystem and converged networks
Lead improvements in digital infrastructure, including data storage and compute platforms, converged networks, and ecosystem adequacy, ensuring the environment can support advanced engineering workloads, digital thread requirements, and AI enabled capabilities.
Engage customers, suppliers, and industry partners
Establish or strengthen relationships with technical customers, suppliers, and industry partners to ensure CIDO digital solutions are aligned to end-user needs, market realities, and emerging technologies.
Increase proactive supplier engagement and innovation in support of Mission Systems’ digital and AI strategy.
Basic Qualifications
Bachelor’s degree with at least 10 years of relevant experience, or Master’s degree with at least 8 years of relevant experience, preferably in Information Technology and/or Manufacturing/Engineering Operations.
Applicants must have an active U.S. Government Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the U.S. Government Continuous Evaluation Program (CEP) in order to be considered; the required security clearance must be maintained as a condition of continued employment.
The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance as a condition of continued employment.

Primary Level Salary Range: $167,500.00 - $251,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
