Job Description:

The Global Trade Compliance Licensing Manager will play a pivotal role in Microchip’s Global Trade Compliance (GTC) group, leading the Licensing Team and serving as a key member of the GTC leadership team. This position is responsible for overseeing all aspects of export control, including determining license requirements, preparing and submitting license applications, and ensuring compliance with U.S. and international trade regulations. The Licensing Manager will also drive the timely review of customer due diligence, support cross-functional teams, and maintain robust compliance records. The ideal candidate will possess deep expertise in global trade laws, strong leadership skills, and a proven track record in managing compliance within a complex, fast-paced, and global business environment.

Key Responsibilities:

  • Export Control Expertise: Serve as Microchip’s subject matter expert on export control regulations, including U.S. Department of Commerce Bureau of Industry and Security (BIS) and U.S. Department of State Directorate of Defense Trade Controls (ITAR), as well as international regulations (UK, EU, etc.).
  • Team Leadership: Lead, mentor, and develop a team of six trade compliance professionals, making risk-based decisions on behalf of the team when needed, while actively participating in the GTC team to foster a collaborative, high-performance environment and build strong working relationships across the department.
  • Customer Due Diligence: Develop and manage procedures for and actively participate in reviewing customer due diligence information, identifying and acting on red flags, and efficiently clearing compliant orders for shipment.
  • License Application Management: Oversee and actively participate in the end-to-end process for determining license requirements, preparing, and submitting EAR and ITAR export license applications, and managing the release of export holds.
  • ITAR Administration: Manage ITAR registration renewals and amendments, as well as agreement lifecycles, including required notification and reporting.
  • Regulatory Monitoring and Training: Monitor and interpret changes in global trade regulations, collaborating with trade counsel as needed, updating company policies and procedures as needed, and providing training to internal teams.
  • Process Optimization: Collaborate with IT teams to enhance and automate corporate systems and processes to improve trade compliance efficiency.
  • Cross-Functional Collaboration: Work closely with business units, manufacturing sites, external licensing counsel, and internal partners such as HR, Operations, Logistics, and Sales to address licensing and compliance matters and embed best-in-class compliance practices across the organization.
  • Recordkeeping: Maintain accurate licensing and due diligence records in accordance with U.S. government and company requirements.

Requirements/Qualifications:

  • Bachelor’s degree or equivalent experience; advanced degree or certification in trade compliance is a plus.
  • Minimum of 10-15 years of experience in global trade compliance, with a focus on import/export regulations.
  • At least 5 years of leadership experience in a trade compliance role, with a focus on U.S. export license applications.
  • Strong working knowledge of Export Administration Regulations (EAR) and the Commerce Control List (CCL), with emphasis on Electronics and Encryption categories; International Traffic in Arms Regulations (ITAR) and the US Munitions List (USML); and related international trade laws.
  • Functional knowledge of export controls applications (e.g., Visual Compliance or similar, SNAP-R, DECCS) and ERP systems.
  • Superior organizational, analytical, and problem-solving skills, with keen attention to detail.
  • Strong leadership and mentoring skills, with experience managing a small, globally distributed team.
  • Excellent communication and interpersonal skills, with the ability to work effectively across all levels of the organization.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel).
  • Ability to work independently, manage multiple priorities, and meet deadlines.
  • Willingness to travel domestically and internationally as required.

Preferred Qualifications:

  • Previous experience in the semiconductor industry.
  • Previous experience as an Empowered Official.
  • Knowledge of EU and ASEAN export regulations and compliance requirements.
  • Familiarity with logistics, particularly import regulations, export filing requirements, and international shipping procedures.
  • Working knowledge of SQL and experience with data visualization or analytics tools such as Tableau.

U.S. Export Controls Requirements: This job requires access to technology, materials, software or hardware that is controlled by the export laws of the United States. Candidates are required to provide proof of either US citizenship, Permanent US residency or classification as a protected individual as defined in 8 USC 1324b (a) (3).
