Purpose and Scope:
Seeking a highly motivated manager to support Dexcom Export/Import Programs to ensure company compliance with Malaysia Custom Act 1967 (LAWS OF MALAYSIA Act 235) and International Trade Compliance laws and regulations, including US (EAR/ITAR/CTPAT), EMEA, EU, APAC.
Aside, this role will work closely with the Global Trade Compliance functions and within the business to enable business success, ensure integrity while achieving regulatory compliance and protection of national security interests.
Responsibilities/tasks:
- Assist Supply Chain director with the development and management of a comprehensive Export/Import framework and certifications to ensure compliance with US, EMEA, EU and APAC regulations in support of the international Export/Import programs by region
- Oversee the operational processes for assuring Custom and Trade Compliance review and approval relating to export/import licensing, technical data, inventory transferring site-site, Finish Goods shipments, warranty/return kit under regional/countries law and regulatory requirements
- Develop hands on knowledge of US, EMEA/EU, APAC export/import requirements specific to regions and countries
- Responsible for matters relating to the export jurisdiction/classification and customs import classification and obtaining export/import permits/authorizations in accordance with the regions and countries regulations
- Develop strong business partner relationships, including liaising with global and site leaders such as Business and Commercial Platform leaders, Functional leaders (finance, accounting, tax, supply chain, logistics and transportation, R&D, engineering etc)
- Develop and conduct training on SSL (Steamship-line) internal controls to comply with export/import obligations
- Liaise with the Transportation group to provide strategic guidance to support SSL (Steamship-line), customs brokerage operations and the forwarders’ partners
- Implement action for resolution of export / import compliance problems, questions, or complaints
- Ensure configuration and control of the export registry and trade compliance documentation is maintained
- Establish and maintain relations with appropriate government regulatory agencies
- Maintain trade compliance records in accordance with regulatory requirements
- SME for internal and external Custom and Trade Compliance related audits
- Generate performance metrics for export and import processes
- Supports the approval and issuance of certificates of origin
- Support new process requirements across the business
Qualification and Experiences:
- Have a university degree in a business-related discipline, ideally in supply chain logistic, commercial, business management, economics or law
- 7-10 years of experience with Customs classification knowledge and experience, regulatory compliance including developing and implementing compliance programs at site and internationally
- Experience in managing compliance projects and driving process improvement with technology will be preferable
- Experience in providing compliance training, interpreting and providing guidance on Malaysia Custom Act and US, EMEA/EU, APAC laws and regulations
- Operational experience in export/import operations and risk management
- Management/supervisory experience, i.e. in building and drive teams
Functional Requirements:
- Ability to engage in high level strategic thinking and creative and detailed execution
- Ability to build strong relationships with stakeholders, think strategically, and build compliance processes that enables business and minimizes compliance and operational risks
- In-depth knowledge of Malaysia Custom Acts and its regulations and compliances of export/ import requirement
- In-depth knowledge of US, EMEA/EU, APAC export/ import laws and regulations
- Act with integrity as a guiding principle
- Must have leadership skills and business acumen
- Work independently with moderate guidance as part of the organization
- IT literate with a demonstrable competency of Microsoft Office and SharePoint
- Be able to work flexibility under pressure
- Effective communication skills
